Zero Waste Scotland wishes to procure the services of contractor(s) on a Call Off basis through this Framework Agreement, to provide environmental and economic analysis support, either directly to the Deposit Return System (DRS) programme or to other Zero Waste Scotland activity that would allow temporary reallocation of existing resources

Environmental Analysis

The primary requirement for environmental analysis is to undertake a Life Cycle Assessment (LCA) of the proposed Deposit Return System for Scotland. The LCA will be required to fully assess and establish the associated environmental impacts of the potential service and to identify any corresponding modifications required prior to public consultation on the proposal. Secondary environmental analysis of a similar nature may be required, and for other types of support on request as indicated in the Tender document.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Economic Analysis

The primary requirement for economic analysis is to support the undertaking of a Business and Regulatory Impact Assessment (BRIA) of the proposed Deposit Return System for Scotland. The BRIA will be required to encourage policy makers to use available evidence to find proposals that best achieve policy objectives whilst minimising costs and burdens. The BRIA consists of consulting and engaging with business and analysing the corresponding costs and benefits of the proposed legislation, monetised as far as possible. Secondary economicanalysis of a similar nature may be required, and for other types of support on request as indicated in the Tender document.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
