Notice Description
Continuous Wave Deep UV laser for use in the School of Physics and Astronomy at the University of St Andrews. A continuous wave laser source to be used as an excitation source for performing very high-resolution angle-resolved photoemission spectroscopy. The tender submissions should include all components necessary to ensure delivery of a stable narrow-bandwith deep UV light source.

Lot 1
The system should fulfill or exceed the following requirements: (1) Laser system: - True continuous wave operation - Simple operation of the system - Wavelength <185 nm (all following specifications refer to <185 nm beam unless otherwise specified) - Power output of deep UV (<185 nm) beam > 0.5 mW - RMS amplitude noise of frequency converted light: <10% - Residual infrared in output beam: <10% - Linewidth < 15 GHz - Linear polarization > 50:1 - Beam shape quality M2 better than 1.5 in both horizontal and vertical directions - Long term frequency drift with room temperature change: <6 GHz/K - All required frequency conversion stages, electronics, power supplies, controllers, cables, hardware cards, etc. to enable stable operation of the complete system should be included. Maximum cable lengths should be indicated. - Size of the complete system and any supporting peripheral components should be indicated. - Documentation of the hardware (and any software) should be provided and should be sufficient to enable users to operate the instrument and to understand the key points of its performance. (2) Optics option: This item should be included as an optional add-on, with costs for the package clearly identifiable. - Beam steering and focusing package, including suitable optics and holders for steering the 183nm laser beam into an apparatus for angle-resolved photoemission spectroscopy, and for focusing the beam to a spot of <5 microns diameter from a working distance of the final optical element of ~300 mm. - Neutral density filter wheel to provide efficient photon flux control (3) System level: - Compatible with European electricity (230V +10%/-6% /50Hz and CE conformity; in the UK 240 V is most common). - Conformity to EU regulations - Please specify minimum laboratory space required for full installation (equipment and electronics), and any laboratory services required (e.g. power requirements, gas requirements etc.) - System must be fully assembled and demonstrated working as a complete unit - Any necessary laboratory services (e.g. chiller for water cooling, gas manifolds etc.) required for operation of the system that are not included in the tender reply should be specified in detail. - Suitable factory and site acceptance tests should be performed in order to demonstrate that the specifications detailed above are met. Please detail the protocols that will be followed for these. - Costs and timescales for delivery, installation, and commissioning should be included.. "reviewDetails": "The University of St Andrews will incorporate a minimum of 10 calendar day standstill period at the point of information on the award of the contract being communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from The University of St Andrews. If an appeal regarding the award of contract has not been successfully resolved The Public Contracts (Scotland) Regulations 2012 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session. Anyone bringing court proceedings against the University of St Andrews must inform the University of St Andrews in advance of the alleged breach and its intention to bring proceedings. Any such action must be brought within 15 days of the date on which a decision is sent to them or published to challenge that decision. Proceedings seeking an ineffectiveness order must be brought within 30 days of the publication of the contract award notice in the OJEU, or 30 days from the date of a decision letter to all tenderers concerned, and any candidates concerned, containing a summary of the reason for the recipient being unsuccessful, otherwise 6 months from the date of entering into the contract or concluding the framework agreement. Where a contract has not been entered into the Court may, by interim order, suspend the procurement procedure. The court may also set aside a decision or actions taken by the University or order it to amend and document; and/or award damages. However, by express requirement the court may decide not to grant an interim order when the negative consequences of such an order are likely to outweigh the benefits, having regard to a number of considerations. If the contract has been entered into the Court may, depending on the nature of the breach: make an ineffectiveness order; impose a financial penalty; shorten the duration of the contract; make any other order considered appropriate to address the consequences of ineffectiveness or shortening the duration or the contract; award damages.",
