Notice Description

The University is seeking a contractor to upgrade and commissioning of M&E equipment within the data centre at JCMB and installation of cold aisle containment equipment only at Appleton Tower Data Centre. The appointment will be for the overall M&E INSTALLATION AND SERVICES INCLUDING THE Principle Contractors duties defined under CDM. This procurement will be conducted via the Public Contracts Scotland - Tender portal (PCS-T). We will apply a one stage Open procedure. Bidders must self-certify their adherence to the conditions of participation via the ESPD (Scotland) in PSC-T, and may be required to submit Means of Proof before contract award. Bidders must refer to the specific requirements listed in the Section III in this Contract Notice when completing the ESPD in PCS-T.

Lot 1

The University wishes to appoint a single supplier to purchase and install new mechanical and electrical infrastructure including switchgear, uninterruptable power suppliers, backup generator connection infrastructure and cold aisle containment within the JCMB Data Centre and to purchase and install cold aisle containment at Appleton Tower. The works comprise of upgrading the existing single string critical power infrastructure to a dual resilient path infrastructure. All works will be carried out in a 'live' Data Centre. The electrical infrastructure will be upgraded to accommodate parallel strings of 400KVA (N+1) UPS units, Input Switchboards, UPS Output Switchboards, PDUs and dual 32amp supplies to individual data cabinets to achieve resilient paths. The building services plant elements will also be upgraded with additional electrical supplies provided to ensure any critical mechanical services incorporate dual resilient circuits via manual changeover switches. To achieve the dual path circuitry while still maintaining the data centre operation the electrical installation will require to be undertaken in two separate phases of works. Phase 1 Works - During this phase the existing Date Centre electrical infrastructure will NOT be altered or disrupted and will remain fully operational. Phase 2 Works - Phase 2 works incorporate the decommissioning of the existing 1st string power network then upgrading the power infrastructure network to accommodate the new UPS unit load requirements. Once the 1st string power network is available the University can start migrating existing data cabinets to ensure dual power is available to each cabinet. Cold Aisle Containment - Cold aisle containment measures will be implemented at both JCMB and Appleton Tower Data Centres. JCMB Data Centre holds 7 rows of cabinets and the intention is to create 3 full pods with continuous containment i.e. using heavy duty plastic anti-static flame- retardant strip curtains located above each row of cabinets and cut to suit the varying heights of the cabinets and the existing and new services. Adjustable Blanking panels will be installed between cabinets and columns where full cabinets cannot be installed by the client. Sliding access doors will be provided at each end of the pods. The 7th row will only incorporate the strip curtains along the full length of the cabinets. Appleton Tower holds 4 rows of cabinets and the intention is to create 2 full pods with continuous containment i.e. using heavy duty plastic anti-static flame- retardant strip curtains located above each row of cabinets and cut to suit the varying heights of the cabinets and the existing and new services. Sliding access doors will be provided at each end of the pods.
