SPT is setting up a Dynamic Purchasing System (DPS) for the procurement of subsidised local transport services. To join this DPS you must firstly complete a Qualification which consists of a Technical Envelope and an ESPD (European Single Procurement Document). The ESPD allows suppliers to self-declare that they a) do not fall within a ground for exclusion (or, if they do, they can demonstrate that they have taken self-cleansing measures) and b) meet the relevant selection criteria. Once the Qualification has been completed and approved, applicants will be added to a list of suppliers that will be invited to tender for future contracting opportunities in the form of mini-competitions. Please note: Suppliers must be in possession of a PSV Licence or Permit to qualify.

Once the Qualification has been completed and approved, applicants will be added to a list of suppliers that will be invited to tender for future contracting opportunities in the form of mini-competitions. Please note: Suppliers must be in possession of a PSV Licence or Permit to qualify.. The current award criteria (70/30% price/quality) is subject to change and will be confirmed at each call for competition. The quality criterion (i.e. Operator Experience and Best Value Tender) is also subject to change but will be confirmed at each call for competition.

Options: Optional bids will be considered by SPT and will be evaluated on the same MEAT basis as is advertised at each call for competition. SPT reserves the right to vary a contract up to 50% of the value of the original award. Variations may include (but will not be restricted to) extension of contract and/or additional journeys.

Renewal: The DPS may be renewed after the initial 10 year period
