Notice Description

The project comprises of the construction of a new-build museum extension, with a gross internal floor area of 505m2, along with the major restoration and renovation of existing Scapa Flow Visitor Centre & Museum associated buildings. The existing Visitor Centre & Museum currently comprises three category listed war time navel buildings; the former steam 'Pumping Station' (Category A listed), the former 12,500 ton steel 'No. 7 Oil Storage Tank' (Category A listed) and surviving example of a former WWII workshop 'Romney Hut' (Category C listed).

The project, which is funded by the Heritage Lottery Fund, Orkney Islands Council, Historic Environment Scotland and Highlands & Islands Enterprise, comprises of the construction of a new-build extension, with a gross internal floor area of 505m2, to the existing 'Pumping Station' building to house a museum-standard exhibition space, flexible education space, modern cafe, toilet facilities and information area. The project also comprises the major restoration and renovation of the existing Scapa Flow Visitor Centre & Museum associated buildings. The existing Visitor Centre & Museum currently comprises three category listed war time navel buildings; the former steam 'Pumping Station' (Category A listed), the former 12,500 ton steel 'No. 7 Oil Storage Tank' (Category A listed) and surviving example of a former WWII workshop 'Romney Hut' (Category C listed). In addition to the aforementioned new-build extension and existing category listed buildings restoration works, the project also includes site-wide works including new drainage improvements and Disability Discrimination Act (DDA) compliant improvements to the existing pathway network that links all three existing buildings. The latter includes installation of a new passageway ('tunnel') through a listed 'earth bund', to provide DDA access to the No.7 Oil Storage Tank, rationalisation of car-parking arrangements on the existing category listed concrete slab ('boom slab') and new external lighting installations around the site.. The relevant Exclusion Criteria are included in the online ESPD (Scotland) linked to this Contract Notice. The Exclusion Criteria of the ESPD will be scored on a pass/fail basis from the point of view of the Authority. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.
