The Scottish Government's Edcuation Analytical Services wish to undertake an evaluation of the ELC Expansion Programme.

Lot Information

Lot 1

1.1. The Scottish Government's Education Analytical Services wish to commission the evaluation of the Early Learning and Childcare (ELC) Expansion Programme in Scotland. The evaluation will commence in August 2018 and will continue over at least a six year period. The evaluation will be commissioned in three linked phases. The first phase (this tender) will include the collation of baseline data from a sample of eligible 2 year old children (and their parents) who are currently receiving 600 hours of funded ELC only. The second phase will bring in lessons from the first phase and will include follow up data collection with the same cohort at age 3 and a control group comprising of 3 year olds who were not eligible for funded provision at age 2 and those who were eligible at age 2 but did not take up the offer. The third phase will include collating data from children and parents who have received 1140 hours of funded ELC (post 2020).
