Moray Council has a duty, under the Children and Young People (Scotland) Act 2014 to provide appropriate Early Learning & Childcare for children in the Moray area who are aged two and whose parents/carers are in the receipt of one of the following - Income Support - Income-based Job Seekers Allowance - Any income-related element of the Employment & Support Allowance - Incapacity Benefit or Severe Disablement Allowance - Pension Credit - Child Tax Credit but not Working Tax Credit and your income is below 16105GBP - Both maximum CTC and WTC with income less than 6420GBP - Support under Part VI of the Immigration and Asylum Act 1999 - Universal Credit Additionally, the free early learning and childcare is available for 2 year olds who are, or have been at any point since their second birthday: - Looked after - Under a kinship care order - Under a guardianship order Once the child becomes eligible and takes up their place, they stay entitled to a place even if their parent's circumstances change (for example, if they no longer receive one of the qualifying benefits). Or who are considered eligible under the Act and subsequent regulations. Partner providers of Early Learning & Childcare in Moray are entitled to receive funding for children born between 1st March 2016 and 28th February 2017 and are considered eligible by Moray Council. The level of funding is determined annually by Moray Council. The funding level for the 2018-2019 financial year is 5.60 GBP per hour for a maximum of either 600 or 1140 hours per year based on Moray Council eligibility criteria which can be used flexibly to meet the needs of the child and their family. Only childminders with Grades of 4 or above can deliver 2 Year Old Early Learning and Childcare in partnership with Moray Council. A minimum of 3 hours up to a maximum of 10 hours Early Learning and Childcare each day; with a maximum of 30 hours per week term-time provision and a maximum of 22 hours per week year-round provision. Interested suppliers are required to submit the following documentation on application: - A valid Care Inspectorate Registration certificate - A valid Public Liability Insurance certificate (minimum 5 million GBP) A copy of the current Agreement has been attached for information purposes only; this Agreement will be issued once you record your note of interest on Public Contract Scotland website and return the documents above.
