External Audit Services - Statutory Audit
Notice Description
MG ALBA is the organisation established to administer the Gaelic Broadcasting Fund. It also operates the Gaelic Television Channel BBC ALBA in partnership with the BBC. You are invited to tender for the annual statutory audit of MG ALBA commencing with the current financial year ending 31st March 2019. This appointment which requires the approval of Ofcom will last for a period of up to 5 years and will be subject to annual reappointment by the Board of MG ALBA. MG ALBA's main offices are in Stornoway, Isle of Lewis and it is here that site work for the audit will take place. It is anticipated that a planning meeting takes place early in April with the audit fieldwork completed by early May. Accounts require Board approval and audit sign-off in May to accommodate the requirement of presenting the Annual Report & Accounts to The Scottish Government in early July.

The following is background information on MG ALBA to assist in your consideration of the offer to tender. 1. Statutory remit The remit of MG ALBA (the operating name of Seirbheis nam Meadhanan Gaidhlig or Gaelic Media Service) under the Communications Act 2003 is to ensure that high quality television programmes in Gaelic are made available to persons in Scotland. In partnership with the BBC, MG ALBA has established BBC ALBA, the Gaelic digital service. MG ALBA is regulated by Ofcom, funded by the Scottish Government and reports to The Scottish Government. 2. Nature of business MG ALBA is committed to securing the distribution of BBC ALBA on all digital platforms and a sustainable future for Gaelic broadcasting. MG ALBA also works with producers to promote development, training and the use of Gaelic as the working language of the Gaelic production sector. 3. Details of MG ALBA funding & activities MG ALBA is funded by the Scottish Government. Annual Reports and Accounts up to the year ended 31 March 2018 can be found on the MG ALBA website page http://www.mgalba.com/about/corporate/reports-plans.html 4. Operations: - Commissioning for BBC ALBA - Multi-year programme production contracts with independent production companies ("Volume deals"), two published commissioning rounds per annum - Broadcasting - scheduling and promoting BBC ALBA, intellectual property in programming and programme audits - Technical operations and compliance of media to broadcast standards - Properties/locations - Stornoway, Inverness and Glasgow - Programme development; industry training; communications and promotions; administration; digital and social media. 5. Accounting systems; accounting reporting; transactions; payroll. MG ALBA uses the TAS accounting software to process all transactions and produce management reports. There are in the region of 8,000 transactions per annum in total. The finance team produces monthly management accounts and quarterly accounts reports and analysis. The annual statutory accounts are also prepared by the finance team. The payroll processing is outsourced. MG ALBA has 35 permanent staff. 6. Systems of internal control A description of MG ALBA's reporting procedures, the composition of the Board and the remit of the Board's sub-committees, Audit & Assurance Committee, Nominations Committee and Standards Committee, can be found in the Annual Report following the link in 3 above. Tenders should include the following: - The fee for the first year of the contract period specifying what is included in the charges. Costs should cover the audit and quarterly meetings with the Director of Finance, an audit planning meeting and an audit review meeting with the Audit and Assurance Committee. Costs should be provided on a fixed price basis; - CVs of the Audit Partner and Manager; - Other areas of expertise that MG ALBA could call upon for technical support and advice as required; - An explanation of the audit approach and the firm's policy in relation to continuity of staff involved in the audit; - An indication of the level of Gaelic expertise within the company; - An indication of the level of expertise within the company in relation to the broadcasting industry in the UK. Tenders should be emailed to finance@mgalba.com before 5p.m. on 17th August 2018 being the closing time and date for applications. Shortlisted firms will be invited to deliver a presentation to members of the MG ALBA Audit & Assurance Committee and Senior Management Team on a mutually convenient date in early September 2018.
