                "description": "National Galleries Scotland are looking to procure a sole Service Provider for the provision of daytime catering services to the public at two cafes in the Gallery of Modern Art. The Scottish Gallery of Modern Art consists of two premises on Belford Road; Modern One and Modern Two (formally the Dean Gallery), a cafe operates from each premise. In addition, the successful Service Provider will join a limited panel of external caterers, whose services may be selected for the provision of function/event catering. Therefore, National Galleries Scotland require the Service Provider to market and sell both sites as a function venue to corporate and private clients, offering their services for events both during the day and evening. A further key requirement for the successful delivery of services will be on-site Contract Management as Caterers will be expected to work alongside the Gallery brand, remaining consistent with the Galleries' brand values. The cafes are a valuable asset to the National Gallery and should be considered as a destination in their own right. Their reputation in regards to quality, value and customer service enhances the overall gallery attraction and visitor experience and therefore, Service Providers should be considerate of the Galleries' Audience and Exhibition Programmes. The objectives of this procurement for the National Galleries are to obtain best value for money, comply with European Legislation and arrive at a way of working that is beneficial and transparent for the National Galleries and Service Provider alike. This procurement will be conducted through the use of the Restricted Procedure. The ESPD will be used as a downsizing tool in this procedure. It is the National Galleries intention to shortlist to a maximum of 5 Service Providers but National Galleries Scotland reserves the right to invite in excess of this number of Service Providers in the event of a tie. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015. The objective criteria for shortlisting candidates is detailed under section III of this Contract Notice.. The contract will run for a period of 60 months with the option to extend the contract by a variable period not exceeding 24 months.",

Requirements:- - Expertise in the planning, deployment and co-ordination of catering management - Expertise in Supply Chain Management and Quality Assurance Methodology for food and drink products - The provision of star accredited catering services - Reputable customer service - Demonstrate quality branding and marketing materials - Demonstrate a commitment to fairly and ethically traded goods, preferably from locally sourced suppliers - Demonstrate an understanding of security requirements and procedures The example contracts must have been carried out within the last 5 years and ongoing for at least 3 years; the Bidder must have been the main Service Provider employed to the Contract; and the Bidder must be able to provide evidence of this. Note that a simple assertion will not be acceptable evidence; bidders should provide detailed evidence to demonstrate the breadth of their experience, capability, capacity etc. Q4C.4 Bidders will be required to confirm that they have (or have access to) the relevant supply chain management and tracking systems used by them to deliver the types of requirements detailed in II.2.4 (The Description of the Procurement) of the Contract Notice. The response must demonstrate that the Bidder is capable of sourcing fairly and ethically traded goods, from local producers, with consideration of animal welfare standards, to consistently deliver a variety of quality assured fresh produce as would be detailed to the public in their menus. Q4C.6 Bidders are required to confirm the professional qualifications held by its managerial staff, bearing in mind on-site contract management will be a requirement of the contract. The response must identify the Bidder's proposed managerial team and detail their previous experience in delivering the services detailed in II.2.4 (The Description of the Procurement) of the Contract Notice. Q4C.9 Bidders will be required to demonstrate that they have (or have access to) the relevant, tools, plant or technical equipment to deliver the required standard of services detailed in II.2.4 (The Description of the Procurement) of the Contract Notice. An investment by the Service Provider in kitchen equipment/tools/machinery will be expected under the contract. Ownership of the Service provider's Catering Equipment shall remain with the Service Provider, including all catering moveable equipment. Q4D.1 Quality Assurance: The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance in accordance with BS EN ISO9001 (or equivalent). If no certification is available provide in detail how you ensure good quality management and health and safety management within your organisation. Your response should cover all aspects required by an external quality management system. This will be scored on a Pass/Fail basis. Q4D.2 Environmental Management: The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance with BS EN ISO 14001 (or equivalent) or a valid EMAS (or equivalent) certificate. If no certification is available provide in detail how you ensure good quality management and health and safety management within your organisation. Your response should cover all aspects required by an external environmental management system. This will be scored on a Pass/Fail basis."
