Under Regulation Reg 33(1)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists);
Procurement Information
Upgrade to an existing veterinary radiation therapy system. The replacement linear accelerator should be equipped for dynamic Intensity-Modulated Radiation Therapy with photon beams (of energy 6 and 10 MV) and a range of electron energies (between 6 and 20 MeV) for Electron Radiotherapy. No requirement for very high dose rates associated with stereotactic treatments. For veterinary radiotherapy with electron beams dose rates of the order of 1000 MU per minute are preferred and, to minimise patient motion artefacts, photon dose rates in excess of 500 MU/minute are preferred. Electron applicators supplied should operate with a skin-applicator gap of a few centimetres to allow for patient fur etc. i.e. not in apposition to the skin.
