The Council intends to conduct a restricted procurement procedure to select a number of suitably qualified and experienced principal contractors to tender to carry out the design and construction of the scheme. The Council intends to utilise the ESPD to confirm suitability of Candidates and a technical capability pre-qualification questionnaire which will be scored to reduce the number of suitably qualified candidates invited to tender. The council anticipates utilising the NEC3 Engineering and Construction Contract Option A Priced contract with activity schedule. The Council intends to publish a contract notice in the coming weeks to formally begin the selection stage of the process.. The Council is keen to gauge market interest and is keen to hear any views from the market on the proposed procurement procedure prior to issuing the formal contract notice.
