The City of Edinburgh Council may competitively tender for the supply and the maintenance and management of approximately 90 to 180 cycle storage units.

The City of Edinburgh Council would like to highlight a future tender opportunity for On Street Secure Cycle Parking to potential Providers. The issue of residential bike parking is a particularly significant problem for Edinburgh where there is a large proportion of older tenement properties which have limited space available for bike parking. In recognition of this issue, the Council has carried out a limited pilot secure residential cycle scheme as part of the Active Travel Action Plan (2010-2020). During the pilot there was a high number of applications from residents in affected streets for the facilities provided in addition to numerous requests for them to be provided at other locations. This suggests strong demand in the city for secure, on-street, residential bike parking. Based on this evidence the roll out of a wider scheme was approved by the Transport and Environment Committee on the 1st November 2016. In addition to this the Active Travel team have intend to submit a report to the October 2018 Transport and Environment Committee, which would recommend increasing the scope of the roll out from 90 to 180 units. Depending on the outcome of this Committee the Council may competitively tender for the supply and the maintenance and management of these units. This requirement for approximately 90 to 180 units will include but is not limited to: - Supply and installation of the units, this is likely to be over 1 - 2 phases over 1 - 2 years - Provide an on-line portal to allow members of the public to identify locations - Have in place a rentals team to manage user relationships and take monthly payments - Provide a service for minor maintenance and bi-annual cleaning of units It is the intention of the Council to issue an open tender in October 2018 on the Public Contracts Scotland portal and in the Official Journal of the European Union.
