Notice Description
The State Hospital is an NHS hospital providing care and treatment for mentally disordered offenders in conditions of high security. The hospital operates a complex and integrated suite of security systems that provide detection, alarm and observations in order to support this care and treatment. Several of these security measures are to be renewed, refreshed and enhanced. These security measures will include the following systems and equipment. Access Control Systems Automatic Number plate Recognition Gates and Vehicle Mitigation IP Network Perimeter Intruder Detection Systems Video Surveillance Systems (CCTV) Digital Radios Security Control Room Tubestiles Integration with Cortech Datalog 5 Staff Personal Attack Alarm system Due to Word and character limitations the Selection and Minimum Standards are detailed in this notice throughout in a number of the sections. The State Hospital is looking for suppliers that as principal security integrators have the skills and evidence backed experience to design, install, and commission a project of this size and complexity. It is a requirement to provide the hospital with detailed information about your experience in this specialist area, working in environments whose access to the site is controlled, tools are monitored and operatives are constantly escorted. The hospital needs to understand your organisations involvement and resulting successes and evidence based experience from previous works completed. We will be looking for bidder's to supply information that provides detail of the approach adopted to project management, implementation and the commissioning of resultant works. Bidders should be aware that this project will be delivered within an active live work environment that operates 24 hours a day, 365 days a year. The hospital therefore requires bidding organisations to evidence superior project management, implementation and commissioning skills that will ensure that the security of the State Hospital is never compromised. Bidders must provide client contact information for any projects that are used as examples or evidence to support your experience and bidders should be aware that The State Hospital will contact the clients you have identified. Experience provided must relate to any successful delivery of complex integrated security systems set in organisations that make up the Critical National Infrastructure (CNI), High Secure Hospitals, Category A prisons, Government or Military settings in the United Kingdom or a compatible EU establishment. This will be an absolute prerequisite for bidders. Applied standards will be UK derived British Standards and CE EU standards. Minimum Requirements can also be read in the document repository "visible to suppliers" section available in PCS-Tender Document will be named "Contract Notice. Financial information The Financial information requested within the ESPD Last complete 3 years. Employer's (Compulsory) Liability Insurance - 10 million GBP Public Liability Insurance - 10 million GBP Product Liability Insurance - 10 million GBP Project Bank Account (mandatory) will be used for this project.

As part of the hospitals strategy to re-use, upgrade and replace equipment and systems the hospital will re-use our recently upgraded \"Cortech Datalog 5\" system. Bidders must have previous experience of this system which is widely used in both custodial and high secure sites. The hospital will be using the NEC3/4 form of Contract.
