The Council seeking the provision of a suitably permitted or licenced waste reception, treatment and disposal facility as described in each Lot.
Lot Information
Reception, Treatment and Disposal of Bulky Waste
This Lot is seeking the provision of a suitably permitted or licenced waste reception facility to receive Bulky Waste. The facility must be within 8km of Dumfries town centre. Upon receipt of the waste the service provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Deliveries to the reception faciity will include material collected by the Council's bulky collection service and/or skip services, including bulky and small mixed material aggregated at Household Waste Recycling Centres (HWRC) or other bulking point(s) in a mixed form. Material is likely to include large household or commercial items such as furniture, mattresses, carpets, mixed garden waste and items from DIY-type construction operations. Material may include arisings from building maintenance, housing clearance/refurbishment, roads, grounds maintenance, litter picking, flytipping, site clearance, country parks, education and other Authority services and commercial customers. Collection of bulked. Additional material arisings could include wood, plastic, metal, glass, tiles and ceramics.
Renewal: The contract may be extended for a further six months at the discretion of Dumfries and Galloway Council.
Reception, Treatment and disposal of Green WasteThis Lot is seeking the provision of a suitably permitted or licenced waste reception facility to receive Green Waste. The facility must be with 8km of Dumfries town centre. Upon receipt of the waste the service provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Deliveries to the reception faciity will include material generated by the Council's Parks & Gardens/Communities service and household green waste from the Council's HWRCs. Treatments solution should be compliant with and verifiable to BSI PAS 100 standard (British Standards Institution's Publically Available Specification)
Renewal: The contract may be extended for a further six months at the discretion of Dumfries and Galloway Council.
Treatment of Paper, Cardboard, News and PAMs (separate and/or mixed)This Lot is seeking the provision of a suitably permitted or licenced waste reception facility to receive Paper and Cardboard materials. The facility must be within 8km of Dumfries town centre. Upon receipt of the waste the service provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Deliveries to the reception faciity will include paper and cardboard, liable to be collected in line with PAS 105 Specification for paper waste and comprising of the following broad description: - Mixed paper and board. A mixture of various grades of paper and board, without restriction on short fibre content, unsorted, with unusable materials removed. Cardboard liable to be collected in line with PAS 105 Specification for paper waste and comprising the following broad description:- OCC (Old Corrugated Cardboard). Used boxes and sheets of corrugated board of various qualities. News and PAMs liable to be collected in line with PAS 105 Specification for paper waste and comprising the following broad description:- News and PAMs (Periodicals and Magazines). Material may be sorted and unsorted.
Renewal: The contract may be extended for a further six months at the discretion of Dumfries and Galloway Council.
Reception, Treatment and Disposal of Commercial Co-mingled RecyclatesThis Lot is seeking the provision of a suitably permitted or licenced waste reception facility to receive Co-mingled Recyclable Waste. The facility must be within 8km of Dumfries town centre. Upon receipt of the waste the service provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Deliveries to the reception faciity will include co-mingled recyclates consisting of loose paper and cardboard with cans and plastic bottles in "survival bags", liable to be collected in line with PAS 105 Specification for paper waste and comprising of the following broad description: - Mixed paper and board. A mixture of various grades of paper and board, without restriction on short fibre content, unsorted, with unusable materials removed. Cardboard liable to be collected in line with PAS 105 Specification for paper waste and comprising the following broad description:- OCC (Old Corrugated Cardboard). Used boxes and sheets of corrugated board of various qualities. News and PAMs liable to be collected in line with PAS 105 Specification for paper waste and comprising the following broad description:- News and PAMs (Periodicals and Magazines). Food & drinks cans and mixed plastic bottles. Material may be sorted and unsorted

Reception, Treatment and Disposal of mixed plastic bottlesThis Lot is seeking the provision of a suitably permitted or licenced waste reception facility to receive Mixed Plastic Bottles. The facility must be within 8km of Dumfries town centre. Upon receipt of the waste the service provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Deliveries to the reception faciity may be bulk articulated vehicles, rigid body vehicles or direct delivered in skips from HWRCs.
Renewal: The contract may be extended for a further six months at the discretion of Dumfries and Galloway Council.
Reception, Treatment and Disposal of Inert Waste and RubbleThis Lot is seeking the provision of two suitably permitted or licenced waste reception facilities to receive Inert Waste and Rubble materials. We are seeking one facility within 8km of Dumfries town centre and a separate facility within 30km of Annan town centre. Upon receipt of the waste the service provider(s) must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Deliveries to the reception faciities will consist of Inert Waste and/or Rubble & Soil. Materials arising via this Lot are likely to include, but are not limited to, materials such as brick, stone, rubble, hardcore, concrete, clay, sand, soil, tiles, glass, crockery and ceramics.
Renewal: The contract may be extended for a further six months at the discretion of Dumfries and Galloway Council.
Treatment and disposal of AsbestosThis Lot is seeking the provision of two suitably permitted or licenced waste reception facilities to receive Asbestos Waste. We are seeking one facility within 30km of Dumfries town centre a separtate facility within 45km of Stranraer town centre. Upon receipt of the waste the service provider(s) must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements.
Renewal: The contract may be extended for a further six months at the discretion of Dumfries and Galloway Council.
Treatment of Shredded and Non-Shredded WoodThis Lot is seeking the provision of a suitably permitted or licenced waste reception facility to receive Wood Waste. The facility must be within 8km of Dumfries town centre. Upon receipt of the waste the service provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. This lot is for wood of varying types, but typically it will be unshredded. Material is likely to come predominately from Household Waste Recycling Centres and possibly other Council premises or operations. Material may be sorted or unsorted. There is no guarantee that waste wood will meet PAS104 or PAS111 standards. It is recognised therefore that both low grade, (suitable for some processing and power and heat generation) and high grade (as per PAS104) may be encountered. Materials likely to be included within scope are MDF, Chipboard, Plywood and/or Blockboard

Treatment and disposal of Street Sweepings (grit and fines) - may contain mixed wasteThis Lot is seeking the provision of a suitably permitted or licenced waste reception facility to receive Street Sweepings. The facility must be within 8km of Dumfries town centre. Upon receipt of the waste the service provider must ensure that it is stored, transported, treated and disposed of properly and in accordance with all applicable laws, permissions, consents, licences, permits and the waste duty of care requirements. Street Sweepings - i.e. detritus from street sweeping operations deposited direct from the street sweeper vehicle or in a skip. Some deliveries of street sweepings will contain mixed waste from litter bin arisings.
Renewal: The contract may be extended for a further six months at the discretion of Dumfries and Galloway Council.
