Zero Waste Scotland is looking for a single supplier to provide Economic Impact Assessment services. The main requirement will be for the completion of a Competition Impact Assessment on the proposed Scottish Deposit and Return Scheme plus additional support to complete further evidence led work to complete the Business Regulatory Impact Assessment. This completion of the Competition Impact Assessment must be completed by the 18th January 2019.

Zero Waste Scotland has been at the heart of facilitating advice, research and expert stakeholder opinion to inform those ambitious policy decisions. In May 2015, we published a feasibility study looking at the benefits and challenges of a Deposit Return Scheme for Scotland, and the same year we carried out a call for evidence on the issue from stakeholders, the findings of which were published in the summer of 2017. The Scottish Government have asked Zero Waste Scotland to lead on the design of a deposit return scheme that will be effective for Scotland. Our role in Phase 1 of the work has been to look at the different options in terms of designing a scheme and working out, via modelling and assessment, the best options for Scotland. This has required working with a range of stakeholders and using research and evidence to build the business case for an innovative scheme for Scotland that will look to increase recycling rates, improve the quality of recycling and tackle litter. Phase 2 of the DRS programme is underway and consists of Zero Waste Scotland taking forward the work completed during Phase 1 to support the completion of a comprehensive full business case. The purpose of this work is to complete a Competition Impact Assessment (CIA) on the proposed Scottish DRS. Detailed guidance on what needs to be considered and included when undertaking a CIA is available from the Competition and Markets Authority. To provide economic support on several work-streams, including the BRIA and the Full Business Case, that underpin the introduction of the Scottish DRS. These include, but are not limited to; Policy Options modelling, Test Run of Business Forms, Enforcement Sanctions & Monitoring and the Implementation & Delivery Plan. The contractor could also support the preparation of evidence for inclusion in submissions to policy consultations, formal requests from Scottish Government and other key statutory bodies across Scotland.
