Flexible Video Endoscopy Consumables
Notice Description
Scope of this Framework is the supply and delivery of Flexible Video Endoscopy Consumables such as Diagnostic and Therapeutic Instrumentation, Stents, ERCP and EUS products and Decontamination and Ancillary Products to all entities constituted pursuant to the National Health Service(Scotland) Act 1978, (i.e. All NHS Scotland Health Boards, Special Health Boards and the Authority).
Lot Information
Decontamination and Ancillaries
This scope of this Lot will include decontamination and ancillary products associated with Flexible Video Endoscopy. Products included within this Lot will be, but not limited to: Biopsy Valves, Bite Blocks, Cleaning Brushes and Tray Liners. It is envisaged that 10 Suppliers will be awarded to the Lot.
Renewal: Optional 2 x 12 month extensions
ERCP & EUS ProductsThis scope of this Lot will includes products used during ERCP (Endoscopic Retrograde Cholangio-Pancreatography) and EUS (Endoscopic Ultrasound) treatments.. It is envisaged that 6 Suppliers will be awarded to the Lot.
Renewal: Optional 2 x 12 month extensions
Therapeutic InstrumentationThe scope of this Lot includes all main therapeutic instrumentation used during Flexible Video Endoscopy treatments. Products included within this Lot will be, but not limited to: Clipping Devices, Polypectomy Snares, Variceal Ligation Devices, Spray Catheters, Upper/Lower Knifes.. It is envisaged that 8 Suppliers will be awarded to the Lot.
Renewal: Optional 2 x 12 month extensions
Diagnostic InstrumentationThe scope of this Lot includes stents used during during Flexible Video Endoscopy Consumables. Products included within this Lot will be, but not limited to: it is anticipated that the following products will be included within the Lot: Biliary Stents, Colonic Stents, Duodenal Stents, Oesophageal Stents.. It is envisaged that 8 Suppliers will be awarded to the Lot.

Lot 1 Decontamination and Ancillaries - 12 Bidders Lot 2 ERCP & EUS Consumables - 8 Bidders Lot 3 Instruments Therapeutic - 10 Bidders Lot 4 Instruments Diagnostic - 10 Bidders Lot 5 Stents - 8 Bidders Only bidders scoring a total of 500 points, or more (i.e. 50% of total points available in the selection stage evaluation) will be invited to participate in Stage 2 Invitation to Tender (ITT). The following scored questions will be included within the Technical and Professional Ability selection stage evaluation: 4C.1.2 - Please provide relevant examples of supplies and/or services carried out during the last three years as specified in the Contract Notice. 4C.4 - Please provide a statement of the relevant supply chain management and/or tracking systems used 4C.5 - Will the bidder allow checks by the public body or any competent official body from their country, to be conducted on the production capacities or the technical capacity of the bidder and, where necessary, on the means of study and research which are available to it and on the quality control measures? 4C.7 - Please provide details of the environmental management measures which the bidder will be able to use when performing the contract: 4C.11 - The bidder will supply the required samples, descriptions or photographs of the products to be supplied, which do not need to be accompanied by certifications of authenticity. 4C.12 - Can the bidder provide the required certificates drawn up by official quality control institutes or agencies of recognised competence attesting the conformity of products clearly identified by references to the technical specifications or standards, which are set out in the relevant Contract Notice? Additional contract specific information in relation to the above questions will be included within the tender documentation."

"reviewDetails": "The Authority will notify economic operators who submitted a tender or (where no deselection notification has previously been made) applied to be selected to tender, of its decision to award the framework agreement which notification will contain among other information, a summary of the reasons why the economic operators was unsuccessful. The notification will incorporate a 'standstill period' of a minimum of 10 clear calendar days (or a minimum of 15 if the communication method used is not electronic) between the date on which the Authority dispatches the notice(s) and the date on which the Authority proposes to conclude the relevant framework agreement. The bringing of court proceedings against the Authority during the standstill period will automatically continue the prohibition on entering into the framework agreement until the court proceedings are determined, discontinued or disposed of, or the court, by interim order, brings to an end the prohibition. The remedies that may be awarded by the courts before the framework agreement has been entered into include the setting aside of the decision to award the framework agreement to the winning tenderer(s). The bringing of court proceedings against the Authority after the framework agreement has been entered into will not affect the framework agreement unless grounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2015 can be established. Otherwise the remedies that may be awarded by the courts where the framework agreement has been entered into are limited to the award of damages.",
