Negotiated procedure with prior call for competition under the Utilities Contracts (Scotland) Regulations 2016 for the procurement of a Design and Build Civil Engineering Contractor for the St. Ola Pier Redevelopment at Scrabster Harbour, Thurso, Scotland. The overall redevelopment involves the reconstruction and redevelopment of the existing St. Ola Pier and deepening of the inner and outer berths of the pier to allow larger vessel access. The outer basin will be dredged to -8mCD, with a -9mCD berth pocket adjacent to the pier on the outer berth. An inner berthing pocket will be dredged to -7.5mCD adjacent to the pier on the inner berth. Dredging is mainly sands & gravels. The works required include partial demolition of the existing pier, new and part new pier construction with marine piling, dredged/imported filling, tie rod installation, concrete deck slab & reinforced concrete capping beams as well as dredging & spoil disposal (likely to sea disposal site and partially re-used in the works). The Existing Finger Pier (outer 110m of pier) shall be maintained as a berthing structure on the inner face only for the 83m reference vessel. A potable water supply will be provided on the St. Ola Pier, along with pipework to support future marine gas oil import and export facilities.

Details should be given of how the works were managed within an operational port/harbour environment. (d) Experience of working within marine areas with Environmental Constraints and in a Live Harbour Area Detailed examples of marine projects where the bidder has successfully (from the client's perspective) completed construction or dredging works with environmental constraints and any innovative ways to overcome such restrictions. Provide examples of projects within a working port environment and how such constraints were managed (e) Key risks and challenges and how these are managed Detailed examples of marine projects which the bidder has successfully delivered (from the client's perspective) in which the bidder has encountered risks & challenges and how they were effectively managed (including weather, metocean conditions, and ground risk, specifically settlement) (f) Managing cost and quality Detailed examples of how cost and quality have been managed in previous marine projects of a similar size and scale to the proposed works (g) Programme with reference to weather, physical conditions and settlement risk Detailed examples of marine projects of a similar size and scale to the proposed works that the bidder has successfully completed within programme.
