Dumfries and Galloway Council wish to engage a consultant to undertake the development of a harbour revision order for Stranraer and Loch Ryan on the southwest of Scotland.

Dumfries and Galloway Council wish to engage a consultant to undertake the development of a harbour revision order for Stranraer and Loch Ryan on the southwest of Scotland. The Council are classed as the de jure harbour authority for the whole of Loch Ryan, minus cut-outs for Port of Cairnryan and Loch Ryan Port in the northern half of the Loch and an element of the southern half of the Loch associated with former ferry functions at the East Pier. The proposed solution would see the Council abrogate responsibilities in the northern half of the Loch but take on full responsibility for the southern half of the Loch.. The consultant is required to have significant experience in delivering harbour revision orders for local authorities. Given this harbour area is located in Scotland, Scots Law would apply and as such, the consultant should have experience in Scots Law. The council would request that economic operators only express interest if they meet the above requirements.
