    "description": "Having recently received an official invitation to submit proposals for a Moray Growth Deal, a final programme of work will be submitted to the Scottish Government and UK Governments by the end of January 2019. Notes of Interest are invited from Economic Advisors with the capacity and relevant experience to provide high level advice ahead of and during the negotiation stage (as per the 2 stages detailed below). The Moray Growth Deal programme manager will work with the advisor to provide further detail and answer any questions. Stage 1 - The proposal is for high level advice, in particular with regard to the potential economic impact of proposed 12 projects currently identified. It is anticipated that work would need to start soon and be complete by 31st March 2019 as formal negotiations are likely to start within a matter of weeks. There is a maximum budget of 5,000.00 GBP available for this stage. Stage 2 - The proposal is for ad-hoc advice on the development of the deal which will be in negotiation between both governments and local partners to establish the final content of the agreed programme and levels of funding required. This will culminate in a Heads of Terms agreement between all parties involved. Business cases for projects within the deal will then progress to Outline Business Case before the final Deal Agreement is signed. It is expected that the negotiation stage will take place sometime within the calendar year 2019 but no exact date can be given at present as the process is subject to political views and influences. Suppliers are asked to note their interest by 04/02/19 on the Note Interest facility within this notice. Suppliers will then be invited to quote via the Quick Quote facility on Public Contracts Scotland.
