LHC is seeking innovative suppliers to support the development of an OffSite Housing Framework solution that covers every aspect of a call-off project from pre-project initiation and land assembly though brief preparation, design, manufacture, construction, installation, finishing, handover and review. As the integrated product/service/works solution envisaged does not presently exist in the open market, LHC is proposing an Innovation Partnership procurement process, where economic operators are invited to develop the solution in a number of negotiated phases and finally submit bids to be awarded the OffSite Project Integrator Framework. Eligible public sector bodies will be able to call-off this framework over its lifetime which is envisaged to be a minimum of six years with the possibility of three two year extensions, with a maximum of twelve years duration.

This Prior Information Notice (PIN) is intended to commence a 30 day period of Market Engagement and market feedback is welcomed, by completing the Market Survey at https://www.surveymonkey.co.uk/r/FLPM5S6 and/or attending Pre-tender Engagement sessions - dates to be confirmed. We invite suppliers, in the first instance, to register your interest at our partnering tender site Procontract -- https://procontract.due-north.com/Opportunities/Index?p=8b355dc0-f604-e711-80dd-005056b64545&v=2 Following consideration of the results of Pre-tender Engagement, a Contract Notice (CN) will be published on PCS inviting expressions of interest, identifying the need and indicating the minimum requirements and requiring the submission of information for a qualitative selection to be made. Procurement documents, identifying the need, indicating the minimum requirements of the procurement, setting the award criteria and defining the arrangements applicable to intellectual property rights, will be made available to potential candidates in sufficient detail to enable them to identify the nature and scope of the required solution and decide whether to request to participate in the procedure. Potential candidates will be given 30 days to submit the required qualitative selection information and request participation. Candidates will be selected on their capability and capacity in the field of research and development and of developing and implementing innovative solutions. Selected candidates will be invited to participate in the procedure in successive R&D stages following an R&D development plan with the aim of developing an integrated offsite housing product / service / works solution which will eventually be tendered in the final stage. The number of stages will be advised, but is likley to comprise two preliminary stages as follows: Stage 1: Putting proposals and initial bids (say 30 days) Evaluation of Stage 1 (say 14 days) Stage 2: Revised proposals and bids (say 14 days) Evaluation of Stage 2 (say 14 days) Stage 3: Final proposals and bids (say 14 days) Evaluation of Stage 3 (say 14 days) Contract Award - The Innovation Framework will be awarded to successful partners on the basis of the award criterion of the best price-quality ratio as set out in the procurement documents. the award will be subject to a 10 day Standstill Period, and subsequently a Contract Award Notice (CAN) will be published in OJEU or the UK e-notification portal as required by the relevant legislation at the time. The framework will be tendered under three contract notices, in England, in Scotland on behalf of the Scottish Procurement Alliance, and in Wales on behalf of the Welsh Procurement Alliance. Each contract notice area may be subdivided into regional lots.. As of the date of publication of this notice all contracting authorities may use our frameworks as defined by the Public Contracts Regulations (Scotland) 2015 and as listed on www.scottishprocurement.scot/24 and at present include Registered Social Landlords (RSLs), Tenant Management Organisations (TMOs) & Arm's Length Management Organisations (ALMOs), Local Authorities
