HERIOT WATT UNIVERSITY

This public procurement record has 1 release in its history.

Summary of the contracting process

The procurement process is initiated by Heriot-Watt University, seeking Accommodation Software Licenses for its Edinburgh campus. This limited procurement method was executed as an award procedure without prior publication of a call for competition, necessitated by the integration requirements with existing technology across all university campuses. The contract was signed on 28 February 2019, with a total value of £326,800. The procurement is categorized under goods within the education sector, and corresponds to classification code 48000000 in the CPV standard.

This tender presents opportunities for growth primarily for software development and solutions companies specialising in educational platforms and accommodation management systems. Businesses that can demonstrate compatibility with existing university technologies and offer integration services would be particularly well-suited to compete. Given that the awarded contract has been signed with Kinetic Solutions, there may be future opportunities for follow-on contracts or related services, making it beneficial for businesses in this sector to stay engaged with the university's ongoing requirements.

Notice Title

Accommodation Software

Notice Description

Accommodation Software Licenses for its Edinburgh Campus.

Procurement Information

Heriot-Watt University has a requirement for Accommodation Software for its UK campus. The University is currently in contract with Kinetic Solutions for Accommodation Software at the HWU Malaysia campus. The required Accommodation Software must be integrated with our existing technology and is to be used globally across all of the University's campuses. Therefore, in this instance, it was concluded by the University that it was acceptable to award this extension of the current agreement without prior publication of a call for competition in the Official Journal of the European Union, under Regulation 33(4)(b). The justification is that it is impractical to re-tender this requirement as there would be incompatibility and disproportionate technical and administrative difficulties. Please Note: The date included in is notice refers to the date for the publication of this Voluntary Ex Ante Transparency Notice only. The University will incorporate a standstill period at the point information on the award of the contract is communicated to suppliers by means of this VEAT notice. The Standstill period will be for a period of 10 calendar days.
