Following work undertaken by the partners a range of needs has been identified on which the appointed contractor, working alongside the City Deal partners will need to work. These include: Working with the City Deal Team to develop a narrative based on a common understanding across the wider city region of the scale of the City Deal Data Driven Innovation opportunity and in particular, in economic terms how it could be a game changer and of the world class city region assets in the city region that will deliver this. The kind of effective (that is to say deeply rooted, durable and reflexive) partnership working needed to maximise the opportunity is not easy to establish. And, whilst a good start has been made through the development of the City Deal, more is needed. The appointed contractor will work with the City Deal partners to ensure that the development of the City Deal projects is happening across and within and between each partner, with a focus on: Investigating best practice for collaborative programmes of this nature such as the Oxford Road Corridor in Manchester or the programmes and initiatives supported by the Wellcome Trust Consulting with all necessary partners and stakeholders (including national agencies, private sector and regional bodies) and to develop a stakeholder engagement programme and a narrative describing the economic and social potential of DDI in the region Creating a collective action plan supported by a model that effectively coordinates implementation as well as secures the buy-in of top leaders the private sector which needs to play a more effective leadership role execution capacity for delivering the wider potential for the City Deal creating feedback loops so that all partners know what is (and isn't) working developing proposals for the resources needed to deliver the outputs of this study (with a particular focus on the skills needed, and how they can be acquired or developed) and securing buy-in for the development of the capacity needed to implement the deal
