Notice Description
Dumfries and Galloway Council are currently developing a long term waste solution for the Dumfries and Galloway region with a review of collection, treatment and disposal of all household waste. This long term strategy will prepare the Council for the prohibitation of biodegradable municipal waste to landfill operations from January 2021. To inform the development of this strategy, the Council would find it useful to consult with the current waste market on current solutions, developments and interest within the marketplace which can inform the Council's long term waste solution and address the introduction of the landfill ban.

Lot 1
Dumfries and Galloway Council currently provide a collection, treatment and disposal waste service and operate an Ecodeco Mechanical Biological Treatment (MBT) facility in Dumfries. The Council only took on the operation inhouse of the MBT in 2018 and the Council are now developing a long term strategy for the collection, treatment and disposal of waste services. To inform the development of this strategy, the Council are keen to engage with interested parties in relation to treatment and dispoal of municipal solid waste from across Dumfries and Galloway. The MBT is licensed to accept 70,000 tonnes of municipal waste. In 2018 the facility received 51,000 tonees, with the following outputs: - moisture loss - 15,800 tonnes - RDF - 3,000 tonnes - SRF - 18,500 tonnes - Fines - 3,906 tonnes - Glass and stone - 3,651 tonnes - Metal - 1,159 tonnes - Bypass - 4,814 tonnes (this is waste that has been dried but is disposed of prior to being processed through the refinements area of the MBT plant. This material is produced when the refinements section is not operational and therefore can vary significantly on an annual basis.) Dumfries and Galloway Council are keen to explore options for the offtake of all output streams from the MBT, but specifically the disposal of RDF / SRF. In advance of the landfill ban, the Council are also cosnidering the use of energy from waste facilities which may be currently available or to be developed. If the Council decide to utilise an Energy from Waste facility, further consideration will also be given to the potential simplification of the MBT process which would allow all SRF production to cease, with only RDF being produced. The Council are currently reviewing our collection service and the following improvement opportunities for the collection service should be considered as they are anticipated to impact on the Council's treatment and disposal requirements for municipal solid waste: - In rolling out a kerbside collection service the input volumes are likely to drop to closer to 40,000 tonnes and the removal of paper, card and certain plastics in the dry-recyclate collection service will change the CV of the SRF/RDF. - There is the potential that spare capacity in the MBT (up to the 70,000 tonnes) could be sought to improve processing-per-tonne efficiencies of the facility. This would impact upon the output volumes. At this time when the MBT is unavailable (maintenance, plant failure, etc) the Council would be keen to explore the feasibility of any EfW facility being able to take black bag waste direct. This market engagement exercise is only to identify potential solutions and future developments, therefore facilitites do not need to be available at present.. Dumfries and Galloway Council may contact some or all interested parties to discuss the feedback provided within the questionnaire. Site visits to the Council's MBT can also be provided for interested parties.
