The School of Physics and Astronomy seeks tender submissions for a high repetition rate vacuum ultraviolet (VUV) laser source to be used as an excitation source for performing very high-resolution angle-resolved photoemission spectroscopy. The system should fulfill or exceed the following requirements: (1) Laser system: - Wavelength <115 nm (all following specifications refer to the final output (<115 nm) beam unless otherwise specified). - High repetition rate (50 MHz or above). - Pulse duration: 10-20 ps. - Pulse Bandwidth: <0.1 meV. - Average power output of VUV beam > 10 W. - Ability to controllably attenuate the power of the output beam between 0 and 100% of the maximum flux. - Full remote control of polarization of the output beam (linear horizontal and vertical as well as circular polarization). - Simple user operation of the system. - All required frequency conversion stages, electronics, power supplies, controllers, cables, hardware cards, interlock connections, chiller units etc. to enable stable and safe operation of the complete system should be included. Maximum cable lengths should be indicated. - Size of the complete system and any supporting peripheral components should be indicated. - Documentation of the hardware (and any software) should be provided and should be sufficient to enable users to operate the instrument and to understand the key points of its performance. (2) Focusing option: This item should be included as an optional add-on, with costs for the package clearly identifiable. - Beam focusing package, including an in vacuum lens with focal length 55mm and an OD of 18mm (clear aperture 15mm), with a design goal for a <2 micron beam diameter at the sample. - Focus target for making in situ beam size measurements. - System for holding and manipulation of the lens in vacuum does not need to be included as part of the tender. (3) Accessories: This item should be included as an optional add-on, with costs for the package clearly identifiable. - Beam detection/visualisation package, including solid state detector suitable for use with the output photon energy, phosphor screen and phosphor target. - In-line filters for use with suitable purge gas for operation of the system. - Double-sided CF40 UHV flange with LiF2 window, with a clear aperture of at least 18mm. (Clear aperture should be specified.). (4) System level: - Compatible with European electricity (230V +10%/-6% /50Hz and CE conformity; in the UK 240 V is most common). - Conformity to EU regulations. - Please specify minimum laboratory space required for full installation (equipment and electronics), and any laboratory services (e.g. power requirements, gas requirements etc.) or environment (e.g. temperature or mechanical stability) required. - System must be fully assembled and demonstrated working as a complete unit. - Any necessary laboratory services (e.g. chiller for water cooling, gas manifolds etc.) required for operation of the system that are not included in the tender reply should be specified in detail. - Suitable factory and site acceptance tests should be performed in order to demonstrate that the specifications detailed above are met. Please detail the protocols that will be followed for these. - Costs and timescales for delivery, installation, and commissioning should be included. Warranty & Support Tender submissions must detail company support and servicing, including: - Direct service & application support. - Technical support. - Any software updates provided free of charge over entire product lifetime. - On-site installation and training. - Warranty package.. "reviewDetails": "The University of St Andrews will incorporate a minimum of 10 calendar day standstill period at the point of information on the award of the contract being communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from The University of St Andrews. If an appeal regarding the award of contract has not been successfully resolved The Public Contracts (Scotland) Regulations 2014 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session. Anyone bringing court proceedings against the University of St Andrews must inform the University of St Andrews in advance of the alleged breach and its intention to bring proceedings. Any such action must be brought within 15 days of the date on which a decision is sent to them or published to challenge that decision. Proceedings seeking an ineffectiveness order must be brought within 30 days of the publication of the contract award notice in the OJEU, or 30 days from the date of a decision letter to all tenderers concerned, and any candidates concerned, containing a summary of the reason for the recipient being unsuccessful, otherwise 6 months from the date of entering into the contract or concluding the framework agreement. Where a contract has not been entered into the Court may, by interim order, suspend the procurement procedure. The court may also set aside a decision or actions taken by the University or order it to amend and document; and/or award damages. However, by express requirement the court may decide not to grant an interim order when the negative consequences of such an order are likely to outweigh the benefits, having regard to a number of considerations. If the contract has been entered into the Court may, depending on the nature of the breach: make an ineffectiveness order; impose a financial penalty; shorten the duration of the contract; make any other order considered appropriate to address the consequences of ineffectiveness or shortening the duration or the contract; award damages.",
