The Edinburgh City Archives (ECA) requires to digitise and provide online access to a number of its record sets from the Council's archive collections using a digital access concession model, where online access is made available via a chargeable web based service hosted by an external service provider who can create, provide, and maintain an online mechanism for chargeable access to archival sources which are name rich in content. This will provide greater access for service users and to meet with rising expectations of finding such information online. The Council will receive routine royalties through this concession model. Purpose The purpose of this notice is to test the current and future market capacity to deliver the Service and inform the market of our intention. Interested providers are asked to register their interest and may be contacted by the Council to obtain additional information. Notes of interest should be made no later than Friday 24th May 2019. Note: There is no guarantee there will be a future tender opportunity. If authorised, the Service may be subject to a full tender process which is likely to commence within the coming months.

"description": "Background Edinburgh City Archives (ECA) is the local authority archive service for the City of Edinburgh Council (the Council) and its predecessor bodies. As the local authority archive service for the city it has within its collections records of significant genealogical research interest including: burial registers; foreigner registration; local property taxation rolls; militia enrolments; local passports; and school records. Currently, ECA has a minimal online presence consisting of a few pages on the Council's website, with some basic service information (e.g. opening times for physical access provision) and a handful of catalogues for some of their collections. This does not meet the expectations of service users, who have expressed in a recent service consultation a preference for greater information and access online. The Council archive service has no capacity to digitise material in house and neither do related Council library and museum services. Furthermore, there is no in-house IT infrastructure in place to support the online access and management of digital content at a scale that makes sense for archives, which usually consist of large quantities of searchable text rather than smaller numbers of photographic images. Purpose The purpose of this notice is to test the current and future market capacity to deliver the Service and inform the market of our intention.
