Summary of the contracting process

The Common Services Agency (more commonly known as National Services Scotland) ('the authority') acting through its division Procurement, Commissioning and Facilities is undertaking this procurement of supply and delivery of Orthopaedic Hip & Knee Implants and Consumables on behalf of all entities constituted pursuant to the National Health Service (Scotland) Act 1978 (i.e. All NHS Scotland Health Boards, Special Health Boards and the Authority of other NHS Organisation established pursuant to the NHS (Scotland) Act 1978), any integrated Joint Boards established pursuant to the new Public Bodies (Joint Working) Scotland Act 2014 (collectively hereafter referred to as 'Participating Authorities'). Estimated Value has been allocated to each Lot. These are unknown and dependant on Call Off Arrangements however, total value of Framework is not expected to exceed the overall Framework value detailed in II.1.5.

Lot Information

Primary Total Knee, Cemented, Posterior Stabalised, Mobile Bearing - Ceiling Price applies

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. Lot Two (2) should include only those products relevant to a Primary Total Knee Replacement, cemented, Posterior Stabalised, Mobile bearing knee, i.e. a femoral component, Tibial insert & Tibial Tray. The cost of the 3 item assembly should not exceed GBP 1270. In some instances a Patella is also required. Where relevant, the cost of the Patella should not add more than GBP 72 to the overall assembly cost, meaning the overall cost of the 4 component assembly must not exceed GBP 1342. Lot Two (2) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Primary Total Knee, Cemented, Cruciate Retaining, Fixed Bearing - Ceiling Price applies

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot One (1) should include only those products relevant to a Primary Total Knee Replacement, cemented, cruciate retaining, fixed bearing knee, i.e. a femoral component, Tibial insert & Tibial Tray. The cost of the 3 item assembly should not exceed GBP 1050. In some instances a Patella is also required. Where relevant, the cost of the Patella should not add more than GBP 72 to the overall assembly cost, meaning the overall cost of the 4 component assembly must not exceed GBP 1122. Lot One (1) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Primary Total Knee, All other types

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Three (3) should include only those products relevant to a Primary Total Knee Replacement which have not been previously tendered in Lots 1 or 2. Lot Three (3) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Revision Total Knee, all types

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Four (4) should include only those products relevant to a Revision Total Knee Replacement Lot Four (4) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Uni-compartmental Knee, all types

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Five (5) should include only those products relevant to a Uni-compartmental Knee procedures. Lot Five (5) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Primary Total Hip - Cemented-Metal-Poly-Cemented - Ceiling Price applies

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Six (6) should include only those products relevant to a Primary Total Hip Replacement of the type "Cemented-Metal-Poly-Cemented" i.e. a Stem, Head, Liner & Cup. The cost of the 4 item assembly should not exceed GBP 550. Lot Six (6) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Primary Total Hip - Uncemented-Ceramic-Ceramic-Uncemented - Ceiling Price applies

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Seven (7) should include only those products relevant to a Primary Total Hip Replacement of the type "Uncemented-Ceramic-Ceramic-UnCemented" i.e. a Stem, Head, Liner & Cup. The cost of the 4 item assembly should not exceed GBP 1250. Lot Seven (7) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Primary Total Hip - all Other types

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Eight(8) should include only those products relevant to a Primary Total Hip Replacement not already tendered in Lot Six(6) or Seven (7). Lot Eight(8) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Revision Total Hip - all types

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Nine (9) should include only those products relevant to a Revision Total Hip Replacement. Lot Nine (9) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Resurfacing Hip - all types

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Ten (10) should include only those products relevant to a Resurfacing Hip Procedures Lot Ten (10) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Endoprosthesis Hip - all types

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Eleven (11) should include only those products relevant to an Endoprosthesis Hip Procedure. Lot Eleven (11) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Combination Lot - Hip & Knee Implants & Consumables (Unscored)

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Twelve (12) is an unscored lot, limited to bidders who have tendered for at least one of Lots One (1) to Eleven (11). Bidders are invited to tender additional discounted pricing in return for combined Hip & Knee Lot volume commitments of any and all possible types from health boards on a case by case basis. Collaboration across Health boards in order to qualify for additional price breaks is encouraged. Lot Twelve (12) has been awarded as an Unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.

Enhanced Services (Unscored)

We require Orthopaedic Implants for use in Hip & Knee Total or Partial Replacement surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Thirteen (13) is an unscored lot, limited to bidders who have tendered for at least one of Lots One (1) to Eleven (11). Bidders are invited to tender their Enhanced Services offer to streamline the Orthopaedic Patient Journey. Lot Thirteen (13) has been awarded as an Unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional extension periods both consisting of 12 months can be utilised by the Authority.
