Summary of the contracting process

Renfrewshire Council, based in Paisley, is currently in the planning stage for a procurement process titled "Connectivity as a Service, Renfrewshire - Future Opportunity". This initiative falls under the general public services category and aims to establish a contract for connectivity services that supports both public and private sector organisations. The procurement strategy includes an engagement event scheduled for 26 June 2019, where the head of ICT will outline the vision and objectives for this project, which is expected to benefit the region significantly. This tender presents a substantial opportunity for businesses in the connectivity sector, particularly those specialising in digital infrastructure, telecommunications, and IT services. Companies that can provide innovative solutions for fibre broadband, mobile communications, and overall connectivity management would be well-positioned to compete for this long-term contract, which spans a minimum of 10 years with the possibility of extension. The council is looking for partners who can offer flexible and converged connectivity services, making this an attractive opportunity for those ready to contribute to significant digital transformation projects in the region.

"description": "Connectivity across Renfrewshire As A Geography is generally perceived as a need, it is not a want; it is expected. Employees, citizens, businesses, visitors, expect their devices to connect seamlessly and work, wherever they go across the region. Connectivity not only enables greater productivity, but also enables mid to long term cost savings, aswell as enabling positive outcomes for users of technology. Renfrewshire Council is committed to reducing the barriers to digital exclusion as part of its Digital Strategy and one such barrier is low or no connectivity. Renfrewshire Council has developed a Connectivity Strategy to meet its current and future needs, as well as those of other public, private and third sector organisations, academic institutions, citizens, students and visitors. The strategy sets out how connectivity can shape the way we work, the way organisations deliver services, and the way citizens thrive in a digital world. Access to both superfast and ultrafast fibre broadband, fast wireless and mobile communications are essential foundations for economic growth and prosperity. This approach to digital infrastructure will help establish Renfrewshire As A Geography as an attractive place for investment, new businesses, jobs and new housing. Traditionally, connectivity services have been delivered in isolation, taken a considerable time to establish, lacking flexibility, etc. Significant digital adoption is increasing bandwidth requirements. There is also increased complexity as ICT departments manage a diverse digital infrastructure estate. Customers now expect a seamless experience across fixed, mobile, and WIFI. At the same time there is a need to plan for disruptors such as 5G. Managing all of this requires a new approach to connectivity services. To achieve our vision and objectives, a more flexible and converged approach to digital infrastructure is required. This requires a different delivery model. Our preferred model is Connectivity As A Service (CaaS) where Renfrewshire Council uses a digital infrastructure partner to deploy the required connectivity over a 10 - 20 year period. The Council's role would be to define outcomes; whereas the Supplier Integrator (SI) would provide key services such as connectivity architecture, management, innovation, delivery, service management and security. The scope of this would go far beyond Council services and include the needs of public, private and third sector organisations, academic institutions, citizens, students and visitors. The partner will be expected to provide strong innovation capabilities. This would include commercial, connectivity and collaboration innovation. Renfrewshire Council is keen to meet with current or prospective partners of connectivity services to discuss our current and likely future needs.
