Notice Description

(1) Zero Waste Scotland wishes to appoint a Contractor for the provision of technical support to industrial and other key stakeholder organisations in the development stages of industrial heat decarbonisation projects identified by Zero Waste Scotland as appropriate.

Lot 1

The agreement will provide the following technical support on a call off basis: *) Energy measurement and quantification (EMQ) - this being the measurement, quantification and diagrammatic representation of energy flows across and within a site, including the identification and high-level appraisal of opportunities for heat recovery. Opportunities for low carbon heat supply and energy efficiency should be identified and appraised where observed. *) Opportunity development - this being the provision of specialist technical support to carry out detailed technical, financial and / or environmental appraisal of onsite heat recovery, low carbon heat supply and / or energy efficiency opportunities where such specialist support is likely to be of greatest value in progressing projects to implementation. This may include assessment of opportunities to use low grade heat sources for supply 'over the fence' where these cannot be recovered and / or re-used economically onsite. Further information is provided in the tender documents.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
