Summary of the contracting process

The procurement process involves the University of Edinburgh, which is seeking consultancy services for the Supporting Evidence Based Interventions Programme (SEBI Programme) in Nigeria. This £5.5 million project, currently at the award stage, aims to implement interventions for animal welfare based on earlier data collection. Key details include the contract being signed on 12 June 2019, and it falls under the services industry category with an emphasis on veterinary epidemiology. The procurement method used is limited, allowing for direct contracts without prior publication due to the specific expertise required.

This tender offers significant opportunities for businesses with expertise in veterinary sciences and livestock production, particularly in sub-Saharan Africa. Companies with prior experience in Nigeria, especially those with established connections to local agricultural and veterinary organisations, would be well-suited to compete for future consultancies and interventions under the SEBI Programme. With the focus on improving animal health, businesses can derive growth by participating in innovative projects aimed at addressing diseases like foot and mouth disease and mastitis, thereby contributing to enhanced livestock productivity in the region.

Lot Information

Lot 1

The Supporting Evidence Based Interventions Programme ("SEBI Programme") is a 5.5M GBP project based at the Royal (Dick) School of Veterinary Studies, University of Edinburgh. Its primary purpose is to collect and analyse data with regard to animal production and mortality in developing countries and better understand how these are linked to human standards of wellbeing in rural based communities. One of the primary deliverables under the three year SEBI Programme is the collection and analysis of quantifiable data on the extent and causes of cattle and small ruminant mortality and reproductive diseases in Nigeria, followed by the implementation of interventions for addressing these issues (the "Nigeria Project"). The data on cattle and small ruminant mortality and reproductive losses has been collected and is undergoing final analysis, and we are now at the intervention implementation phase of the Nigeria Project. Based on the evidence gathered, discussions with key stakeholders and livestock experts, and taking into account SEBI timelines and funding capacity, it has been agreed that SEBI will provide support for pilot interventions for the control of Foot and Mouth Disease and mastitis in ruminants in Nigeria. Throughout this phase the SEBI Programme seeks to engage with the Nigerian Federal Ministry of Agriculture and Rural Development (FMARD) and other Nigerian livestock institutes and organisations to implement the selected interventions. STEP 4: Select appropriate existing or novel therapies/interventions to carry out pilot projects to reduce mortality and reproductive losses. These pilot intervention projects could include the use of existing vaccines, treatments, technologies and animal husbandry practices. It has been agreed that SEBI will provide support for 3 pilot intervention projects; -PROJECT 1 DEVELOPMENT OF IMPROVED NIGERIAN-PRODUCED FOOT AND MOUTH VACCINES -PROJECT 2 PREVENTION OF MASTITIS IN CATTLE -PROJECT 3 CONTROL OF MASTITIS IN SMALL RUMINANTS
