The council has a one-off requirement for a Lead Consultant and a team of Multi-Disciplinary Professional Services to develop and deliver the George Square Public Engagement Plan, with the key output being a comprehensive George Square Public Engagement Report that consolidates the findings of various events and activities to be undertaken during the duration of this contract. GCC requires the engagement to be undertaken through a wide ranging "Conversation on George Square", which will offer a variety of ways for the general public, local stakeholders and special interest groups to be involved. The overarching objective of the engagement is to capture the public's ideas and build a broad consensus over the future of George Square. The outcome of the engagement process will be reported to committee on completion of this commission and will inform the development of the subsequent design process to deliver the final scheme. The consultant appointed to undertake the Public Engagement Plan will be expected to design an informed, transparent and inclusive participation methodology with a strong evaluation component, to work with the public to gain consensus about solutions. The consultant will also deliver the consultation plan and produce a consultation report that analyses, monitors and reports the data collected through the various engagement channels defined by the plan.
