Notice Description
The goods are scientific measurement instruments for use in the marine environment that provide spatial profiles of velocity ranging from the instrument out to approximately 20 metres at sample rates varying from 2Hz to 16 Hz. "description": "The required equipment is solely designed for, and will be used solely for, the purpose of research, experimentation, study or development Extensive market research has been carried out between 2015 and 2019 by the lead researcher who has, since 2012, been at the forefront of using these types of customised sensors for applications in Marine Renewable Energy and since 2015 been actively seeking upgraded sensors of this type. This research included multiple discussions with three major international suppliers of this class of equipment. This class of equipment, typically referred to as Acoustic Doppler Current Profilers (ADCPs), are only produced by a small number of producers for use at sea (3-5 producers in total worldwide for the University's application area) as the sensors need to be specified to particular environmental conditions e.g., water type (salt or fresh), water depths, flow-speeds, wave-heights etc. These companies (or at least the relevant sub-divisions) are small operating units with limited research and development budgets, and hence have limited capacities to take on new research and development activities, especially for research-focused applications - as opposed to large commercial markets. Market engagement took place at UK and international conferences prior to issuing an Invitation to Quote (ITQ) to the identified suppliers in May 2018. In response to the ITQ no supplier could meet the Unversity's requirements due to technical and/or time constraints. This resulted in the University deploying no sensors on the related research project prior to the marine deployment window closing in winter 2018. Further market engagement in 2019 identified that various suppliers were still incapable of meeting the University's requirements without costly product development. However, further discussions with Nortek identified this supplier as now being capable of delivering this requirement within the University's timescale and budget. (SC Ref:592065)",
