"description": "This tender process followed the restricted procedure, however, following the evaluation of Tender Submissions in line with the advertised criteria and the approach outlined in the Invitation to Tender (\"ITT\") the University concluded that none of the Tender Submissions received complied with the requirements within the ITT concerning additional qualification or qualified tenders. As a result the University considered that all Tender Submissions were irregular in line with the definition of bids in accordance with Regulation 27 (6) of the Public Contracts (Scotland) Regulations 2015. Having considered the aforementioned, the University, as permitted under the Regulations proceeded to apply the Competitive Procedure with Negotiation. Under this procedure the University invited only those tenderers who provided a Tender Submission under stage 2 of the Restricted Procedure. (SC Ref:622107)",
