Scottish Water is looking to procure the next generation of mobile and field connectivity services prior to the expiry of the current agreements in July 2020. While Mobile and field connectivity services are often seen as a commodity service it is a key enabler in how successful Scottish Water is as a business delivering services across Scotland. For example if as a business Scottish Water want to detect and reduce leakage in the network, then the IOT investment needs to be underpinned by a reliable and geographically spread mobile service. The mobile and field connectivity services procured will be a key enabler to Scottish Water's digital transformation journey and therefore we need a flexible and customised Mobile Service that will meet our needs now and in the future. Therefore Scottish Water is looking to create a customised Mobile Service and Field Connectivity Framework that delivers the following key benefits: - Flexibility for our workforce dependent on role type; in network options/availability, tariffs, devices, international roaming - Mobile Services that deliver an excellent customer experience - Geographical blockers reduced through a highly resilient and available network across Scotland - No risk to telemetry / security assets and no downtime - Increasing value, decreasing costs - Being able to take advantage of new technologies - Mobile Services that can also be leveraged to benefit our communities The Mobile and Field Connectivity Services will include the provision of Business Mobile, Telemetry Connectivity, Mobile and Field Devices and Connectivity Advisory and Innovation Services. Annual spend is estimated in the range 1.5 - 2.5 million pounds

        "reviewDetails": "Scottish Water will incorporate a minimum of 10 calendar day standstill period at the point of information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. If an appeal regarding the award of contract has not been successfully resolved the Utilities Contracts (Scotland) Regulations (SSI 2006 No. 2) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rule to take action in the Sheriff Court or Court of Session.
