Notice Description

The purpose of this Prior Information Notice (PIN) is to: - give an overview of the work being done in relation to community engagement in local renewable energy generation and Scottish Government's flagship Community and Renewable Energy Scheme (CARES) - ask for views on how to shape the next CARES contract which will have a greater focus on decarbonisation as the driver for community-led activity. - to ask for views on what support communities might require to engage with wider local energy systems projects. -seek view on how CARES can support the delivery of Local Heat and Energy Efficiency Strategies, and other strategic approaches to local energy planning to ensure community engagement is an integral part of that process. - Ask for views on what support communities might requires to develop commercial business models for community-led activity.

The Scottish Government intends to seek a suitably qualified and experienced service provider, to undertake the delivery of CARES in Scotland. The Service Provider will be expected to deliver, but not limited to, the following: - a one stop shop for advice and support to community organisations and rural businesses, to facilitate the growth to net zero - bespoke advice and support to eligible applicants on a broad range of issues involved in owning a renewable energy project, or taking a share in a commercial scheme; - administration and management of a range of funding support to help projects reach financial closure and/or reach investor readiness; - the promotion of CARES through a number of means including website and annual event(s); - support for a local energy systems approach; - recovery of all existing legacy loan repayments from current schemes, including those which have been closed or will no longer be available at the contract start date; - ensure grant recipients comply with the terms and conditions of issue.
