Modular Teaching Village at Woodmill High School Dinfermline
Notice Description
The Purchaser intends to enter into a "turnkey" contract for the Design, Supply and Installation of a Modular Teaching Village comprising approximately 30nr double classrooms, a dining area and production kitchen. This will include: site investigation works, obtaining all statutory approvals, full design and certification to meet the Client's Requirements, manufacture (if required - see "Options"), delivery to site, erection on site to include all foundations, infrastructure, mains services etc, O&M manuals, warranties etc, removal of units from site (if required - see "Options"). The Purchaser has identified that the requirement can be met by one of two options or as a mix of the two. OPTION 1: Hire of the Modular Teaching Village. OPTION 2: Purchase of the Modular Teaching Village.

Lot 1
The proposed "contract" will be "once only", ie not a framework, and will be procured via PCS (Public Contracts Scotland). It is anticipated that there will be a Price / Quality scoring element (%'s yet to be decided). Suppliers may propose the use of existing pre-fabricated facilities to meet either of the options, provided these would meet the Clients Requirements in full. The approximate value of the proposed "contract" is estimated and is dependent upon the chosen "option". The need has arisen following extensive damage caused to the existing High School at Shields Road, Dunfermline through a fire which started on 25th August 2019. A result of which was the demolition of a large part of the teaching space at the school and extensive smoke damage to the remainder. Fife Council took control of the site and "Works" have been ongoing at the school since 26th August 2019 (that being the date that the buildings were handed over to Fife Council by the Fire Brigade) to bring the School back into use by January 2020. The minimization of disruption to the education requirements of Woodmill High School's pupils is the over-riding priority of Fife Council and is the principal driver for this contract. As a result of the complete demolition of the East Wing of the school, accommodation for teaching is greatly reduced. This, coupled with the fact that an equivalent replacement structure would take a significant period of time to plan, develop, construct, commission and fit out, requires Fife Council to give due consideration to entering into a contract for a modular teaching facility. The teaching facility will be sited adjacent to the existing school buildings (reference indicative site layout). Timescales for the proposed contract are as follows:- PIN - issued w/c 21/10/19 Build / Handover - complete on site by 6th April 2020 (start of school Easter holidays). Compliance with all elements of the Clients Requirements in full is mandatory. A complete description and specification of the Requirements, along with details on the tenure of the proposed "contract", will be issued in a future Contract Notice and Tender Pack.
