Notice Description

This is a Contract Award Notice and as such the procurement process has now ended. The Business Support Partnership (BSP) was established as a result of the Enterprise and Skills Review and is a partnership between Scottish Enterprise, Highlands and Islands Enterprise, Skills Development Scotland and Business Gateway - and will include South of Scotland Enterprise from April 2020. Building on the work completed through the development of a Target Operating Model, the BSP require professional support to develop a comprehensive Data Strategy and to set out a roadmap for the delivery and operation of the Common Data Environment. It is expected that the services for will be required from 18th November 2019 for an initial period of between 6-9 months, unless terminated in accordance with the provisions of the Contract, with HIE having the option to extend for a period or periods together not exceeding 6 months following the Initial Term.

Lot Information

Lot 1

There are a number of important enablers to the Target Operating Model, including the agreement of a shared Data Strategy and the creation of a Common Data Environment (CDE). A critical requirement of this will be to understand and address the dependencies for the Single Entry Point (SEP), and to define data and associated technology requirements necessary to enable the strategic development of the SEP. A key element of this work will be to define and scope the component projects and initiatives to achieve the CDE, to identify priorities and any investment required.

Options: HIE may require the supplier to provide additional services. Any such modification shall be in terms of Regulation 72 of the Public Contracts (Scotland) Regulations 2015. HIE reserves the right to make changes to the volume, scope or location of the Services following a review of the Services by HIE, particularly with regard to further related workpackages which may be required to support one or more members of the Business Support Partnership; demand and budgetary availability; due to a change in HIEs strategic focus as a result of Scottish/UK Government or a shift in policy.
