This public procurement record has 2 releases in its history.

Summary of the contracting process

Scottish Enterprise is procuring Tax Advisory Services through a limited tendering process aimed at extending its contract with Ernst & Young LLP (EY) for three months, effective until the end of December 2019. The procurement is classified under the economic affairs category and is based in Glasgow, UK. This notice serves as a voluntary ex ante transparency (VEAT) notification, indicating that significant prior work has been conducted by EY and that the renewal is critical for timely completion of essential outputs by the financial year’s end. A new tender process to establish a longer-term contract will be initiated by 1st April 2020.

This tender presents opportunities for businesses specialising in tax consultancy services, particularly those with a strong track record of supporting government entities or large corporations. Given the limited procurement method, businesses that can quickly mobilise resources and demonstrate comprehensive knowledge in tax law and advisory roles will be well-positioned to compete. This is ideal for established firms with relevant experience and a capability to deliver tailored tax solutions in a timely manner.

Procurement Information

Scottish Enterprise wishes to extend the current contract for a short period prior to re-tender to ensure that knowledge and expertise built up over the 4 years of the current contract will not be lost and that work required by the end of this financial year can be completed on time. It is also considered that the cost involved in bringing a new supplier on board at this time would be disproportionately high. It is intended that a new contract to run from 1st April 2020 will be tendered in due course.
