UNIVERSITY OF ABERDEEN

This public procurement record has 1 release in its history.

Summary of the contracting process

The University of Aberdeen has completed a procurement process regarding the development and deployment of a software platform aimed at enhancing by-catch reporting on demersal fishing vessels in the west of Scotland. This award notice, issued on 26th November 2019, follows an open procurement method and relates specifically to the goods category. The contract, valued at £51,697, was signed on 18th November 2019, and the procurement process was justified as being without competition due to the technical specificity required for the solution. Interested suppliers are encouraged to reach out to the University at their procurement email for further details.

This tender presents a significant opportunity for technology firms, particularly those specialising in software development and data analytics, to engage with the fishing industry within Scotland. Businesses that can provide innovative solutions meeting the specified requirements, namely mobile application development for iOS and Android platforms, would be well-suited to compete for similar future contracts. The technical nature of this procurement suggests that companies with unique capabilities in electronic reporting technologies and cloud-based solutions may particularly benefit from this engagement.

AWARD NOTICE- Design, development and deployment of a software platform

Notice Description

AWARD NOTICE - A software app will be developed for iOS and Android and implemented onboard demersal fishing vessels working in the west of Scotland in early 2020. The RTR app will: (1) allow vessel-specific electronic reporting about by-catch of unwanted fish species to be uploaded by the crew to a secure, cloud-based server; (2) automate satellite-based reporting of the spatial location of each fishing vessel to the server; (3) link all catch reports from a given vessel to the corresponding position data; (4) undertake data analytics comparing each catch report to pre-determined values defining whether catch rates are below or above desirable values and, if above, trigger alerts indicating areas of high by-catch to be disseminated to the fishing fleet; (5) generate maps showing locations of high, medium and low by-catch while preserving anonymity of sources.
