Notice Title
AWARD NOTICE- Design, development and deployment of a software platform
Notice Description
AWARD NOTICE - A software app will be developed for iOS and Android and implemented onboard demersal fishing vessels working in the west of Scotland in early 2020. The RTR app will: (1) allow vessel-specific electronic reporting about by-catch of unwanted fish species to be uploaded by the crew to a secure, cloud-based server; (2) automate satellite-based reporting of the spatial location of each fishing vessel to the server; (3) link all catch reports from a given vessel to the corresponding position data; (4) undertake data analytics comparing each catch report to pre-determined values defining whether catch rates are below or above desirable values and, if above, trigger alerts indicating areas of high by-catch to be disseminated to the fishing fleet; (5) generate maps showing locations of high, medium and low by-catch while preserving anonymity of sources.

Under clause 6(1)(b)(ii) of the legislation, a contracting authority may award a contract without competition (only where no reasonable alternative or substitute exists, and the absence of competition is not the result of artificial narrowing down of parameters of the procurement).
