The Blood Services of Scotland (Scottish National Blood Transfusion Service), Wales (Welsh Blood Service) Northern Ireland (Northern Ireland Blood Service) and Ireland (Irish Blood Transfusion Service) will jointly be engaging with the market for the provision of an Apheresis Collection System, comprising the supply of technology, incorporating all equipment, consumables, software, delivery, installation, training and fully comprehensive systems maintenance.

Please note this is not the start of a procurement process; a separate contract notice may be published to cover this requirement. The Blood Services of Scotland (Scottish National Blood Transfusion Service), Wales (Welsh Blood Service) Northern Ireland (Northern Ireland Blood Service) and Ireland (Irish Blood Transfusion Service) will jointly be engaging with the market for the provision of an Apheresis Collection System, comprising the supply of technology, incorporating all equipment, consumables, software, delivery, installation, training and fully comprehensive systems maintenance. The Scottish National Blood Transfusion Service (SNBTS) is undertaking this procurement and shall make the award hereunder, as the Project Team are in the early planning and market engagement stage of the procurement process, it is not yet fully determined whether SNBTS will let the contract for and on behalf of each Authority or whether each Authority will enter into an individual contract with the successful Bidder on the basis of the terms and conditions of contract contained in the Invitation to Tender. The above requirements will be tendered under OJEU rules for a new contract to be operational for a period which maximizes return on investment The general objectives of the procurement will be to maintain and improve the service provided to donors. It is essential that any outcome achieves the highest quality standards, provides cost effective systems utilising technology that meets the current and future needs of the Services. It is also essential that compliance with terms and conditions, European and Public procurement legislation and with current regulatory requirements including applicable Directives are also achieved. Prior to commencing a formal procurement process and to help us inform our requirements, the Services would like to consult the market to establish the likely level of interest and identify opportunities to maximize efficiencies and in delivering a contract that meets our current and future needs and ensures best value delivery from public expenditure. It is the intention of the Blood Services to invite those organisations who express an interest to a market consultation day to be held at SNBTS, Jack Copland Centre, Edinburgh on the 29th of January 2020 (time to be advised). As part of the market consultation day, the Blood Services will hold a session to present the current position; the governance of the project; an overview of each service; current procurement routes under consideration etc. Following this, there will be an opportunity for interested suppliers to deliver a presentation on their company along with information on systems that may meet the services requirements and provide indicative commercial information/solutions to aid the Blood Services in developing their respective Business Case. It is anticipated the contract notice relating to a future contract may be submitted for publication shortly after the market consultation day. All service providers should respond to the published contract notice. Organisations attending the market consultation day will not have any advantage over organisations who do not participate in this process as all records of the event will be made available upon request, ensuring transparency, fairness and equity of opportunity is applied. The intention is that a new contract will be fully implemented by 01 February 2021. To enable the Services to ensure facilities on the day are adequate to support the smooth running of the event, interested organisations are required to respond to the Prior Information Notice but must also confirm the number of members of staff that they intend to send. It is strongly recommended that those attending are suitably knowledgeable to ensure maximum technical and commercial output from this session is possible.
