Notice Description

The aim and purpose of this work is to support Clackmannanshire Council and its community planning partners to deliver a pilot that tests the concept that a multi-agency, public sector team will deliver better outcomes for the most vulnerable citizens of Clackmannanshire through integrated ways of working. The pilot will be known as Clackmannanshire Safeguarding through Rapid Intervention (STRIVE).The STRIVE pilot will consider the public service system as a whole and not as a collection of separate parts. This "whole systems" approach will test the hypothesis that physically accommodating a team of multi-service professionals improves the existing system of safeguarding vulnerable individuals that would not otherwise have been achieved by any one of the agencies acting alone.The sharing of crucial pieces of soft intelligence between partner agencies will enable proactive, rapid responses to risk and increase opportunities for prevention and early intervention. STRIVE practitioners will be better informed to determine the most appropriate action, reduce the likelihood and impact of vulnerable people experiencing crisis and reduce the intensive resource required by a variety of public services.People on the cusp of statutory intervention will receive the help and support they need as early as possible and practitioners will have better knowledge of interventions and support already provided to clients.The STRIVE pilot will test a joint / integrated service delivery model that the STRIVE pilot team will create by applying their learning of The Vanguard Method to their existing ways of working. The Vanguard Method provides the means to study core partners' service delivery as systems. The knowledge this generates will lead to informed choices for redesigning service delivery of multiple agencies as one, joint delivery system.The supplier must be licensed from Vanguard Consulting to train others, use and apply The Vanguard Method. The provider will supply training, consultancy and support on applying The Vanguard Method across three potential phases of work.
