Notice Description
Forestry and Land Scotland(FLS) uses a range of chemicals for weed control and crop protection across the National Forest Estate. These operations are carried out over a wide range of locations throughout Scotland, at different periods during the year. This Framework Agreement is to supply FLS with their required pesticides including: insecticides, herbicides, fungicides, adjuvants and UREA. The amounts used and locations will vary and will depend on requirements of individual crops and nursery programmes.
Lot Information
Acetamipirid
Forestry and Land Scotland requires the supply and delivery of Acetamipirid throughout Scotland to assist in their management of the national forest estate.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Information on the requirements and selection and evaluation criteria is available in the Tender Documents.
Other PesticidesForestry and Land Scotland requires the following products to assist with the management of the national forest estate: Copper Oxychloride, Napropamide, Clopyralid, Isoxaben, Peroxyacetic Acid, Cycloxidim, Glyphosate, Didecyl Dimethyl Ammonium Chloride, Pendimethalin, Metazachlor, Metamitron, Propyzamide, Glyphosate and Surfactants, wetters and spreaders.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. Where a Bidder does not have an annual turnover of this value, FLS may exclude the Bidder from the competition or may, at our discretion, seek supporting evidence to determine the Bidder's suitability to proceed in the competition, including history over a longer period, and further explanation on why the turnover requirements are not being met, such as loss of contracts, purchasing of machinery or other costs associated with the organisation, which informs the reasoning for the low turnover while providing FLS with confidence that this will not increase the risk of liquidity of the Bidder, resulting in Supplier failure. Where turnover information as requested in 4B1.1 and 4B.4.1 is not available for the period requested, the Bidder must state the date that they were set up or started trading. Bidders are required to have the following ratio for the current and previous year as minimum: 1.10. Please complete the ESPD to confirm the following for the organisation; Current ratio for Year (2018/2019); Current ratio for Year (2017/2018); and Current ratio for Year (2016/2017). Where a Bidders' current ratio is less than the acceptable value, FLS may exclude the Bidder from the competition or may, at our discretion, seek supporting evidence to determine the Bidder's suitability to proceed in the competition, including history over a longer period, and further explanation on why the Bidder does not meet the ratio requirements, purchasing of machinery or other assets associated with the organisation, which informs the reasoning for the ratio not being met while providing FLS with confidence that this will not increase the risk of liquidity of the Bidder, resulting in Supplier failure. It is a requirement of this Framework Agreement that Bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded Framework Agreement, the types and levels of insurance indicated below: Employer's (Compulsory) Liability Insurance = Minimum 5 million GBP per claim. Public Liability Insurance = Minimum 2 million GBP for any one incident and unlimited in total. Product Liability Insurance= Minimum 5 million GBP for any one incident and unlimited in total. Where a Bidder does not hold or commit to obtaining the types and levels of insurance indicated, FLS will exclude the Bidder from the competition. Forestry and Land Scotland envisions awarding and maximum of two Suppliers per Lot onto the Framework.
