Summary of the contracting process

The procurement process involves the University of Edinburgh, which has issued a tender for the acquisition of a DRI Mass Cytometer, specifically the Fluidigm Helios Mass Cytometry and Hyperion Imaging Systems. This initiative falls under the education industry category and is being conducted in Edinburgh, UK. The procurement stage is complete, with an award notice published on 3rd March 2020. The procurement method utilised was a limited procedure, allowing for an award without prior publication due to the absence of competition for technical reasons. The total contract value amounts to £845,553.33 GBP.

This tender presents significant opportunities for businesses within the advanced technology and research sectors. Companies specialised in high-end scientific equipment, particularly those dealing with mass cytometry and imaging technology, would be well-suited to compete in future tenders. The investment aims to enhance neuroscience research capabilities, providing a platform for innovation that both local and national research communities can access, thereby fostering collaboration and advancement in dementia research.

Notice Description

Fluidigm Helios Mass Cytometry and Hyperion Imaging Systems

Lot Information

Lot 1

Under Regulation Reg 33(1)(b)(ii) of the Public Contracts (Scotland) Regulations 2015, a contracting authority may use the negotiated procedure without the prior publication in the case of a public contract, based on the following justification: Competition is absent for technical reasons (only if it is not caused by artificial narrowing down of the parameters of the procurement and no reasonable alternative or substitute exists);

Procurement Information

Fluidigm UK is the sole manufacturer, vendor, and service provider for the Helios Mass Cytometry Time of Flight (CyTOF) system and the Hyperion Imaging System and the MAXPAR reagents. They hold the patents for the technology behind CyTOF. The Helios is the most recent mass cytometry system, designed to detect, separate, and analyse single cells suspended in solution. The Hyperion Imaging System is a separate module that connects to the Helios to detect and analyse single cells in tissue sections. It uses laser ablation to build an image of where certain cell types were located in that tissue slice. Both modules use metal-tagged antibodies to detect the cells. Cy-TOF is the most advanced single-cell proteomics technology in the world. There are many stable antibody tags available which allows researchers to examine more than 50 markers at the same time on millions of single cells. This is a very unique attribute and means we can discover new cell types, new functions, and new biomarkers important in diagnosing and preventing dementia and other neurodegenerative diseases. With this purchase we are helping to future-proof top-class neuroscience research and publications for the UK Dementia Research Institute (UK DRI) at the University of Edinburgh (UoE). The UK DRI at UoE is currently made up of several groups and associate members. At least one more lab group will join the UK DRI community in Edinburgh before the end of 2020. The Fluidigm Helios and Hyperion in Chancellor's Building will be the first system to be installed in Scotland. The UK DRI, as an entity, is very keen to promote sharing and collaboration. All of our equipment is available to be used by the local research community in Edinburgh and wider Scotland, and by the other six UK DRI centres around the UK, therefore, this purchase is an investment that will benefit many researchers by opening up the opportunity to use this unique mass cytometry and imaging technology.
