Quantifiler Trio DNA Hardware & Software Upgrade

SCOTTISH POLICE AUTHORITY

This public procurement record has 1 release in its history.

Summary of the contracting process

The Scottish Police Authority is conducting a procurement process for the upgrade of the Quantifiler Trio DNA Hardware and Software. This initiative falls under the goods category within the public order and safety industry, located in Glasgow, UK. The procurement was initiated as an open tender and is now complete, with the contract awarded on 3rd February 2020. The contract, valued at £59,787.90, was specifically awarded to Life Technologies Ltd, as they are the sole supplier for this patented product, which cannot be purchased from other vendors due to its compatibility requirements.

This procurement presents a significant opportunity for businesses operating in specialised technology solutions, particularly those focused on forensic and scientific equipment. Companies that offer complementary products or support services for DNA analysis technology may find potential growth avenues through collaborations or sub-contracting arrangements. However, as the contract is specific to Life Technologies Ltd due to patent restrictions, other businesses should look for future public procurement opportunities within forensic services or related fields that may allow competitive bids.

Notice Title

Quantifiler Trio DNA Hardware & Software Upgrade

Notice Description

Replacement of the current obsolete computer hardware and update of the software which is no longer supported.

Lot Information

Lot 1

The Scottish Police Authority's ("the Authority") Forensic Services currently have purchased the necessary software and hardware upgrade to run DNA Quantifiler software on the Hamilton DNA Instrumentation. The patented product cannot be purchased from any supplier other than Life Technologies Limited due to product patent. There are no other equivalent products which may be used under the current maintenance agreement between the Authority and Life Technologies Limited. The award of this contract in the circumstances detailed in this Paper is consistent with Regulation 6 (4) (b) of The Procurement (Scotland) Regulations 2016, which allows the contracting authority to award a contract without a competitive process for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the Authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance.
