Notice Description

The Common Services Authority (more commonly known as National Services Scotland)('the Authority')acting through its division Procurement, Commissioning and Facilities, is undertaking this procurement of supply and delivery of Orthopaedic Trauma & Extremity Implants and Consumables on behalf of all entities constituted pursuant to the National Health Service (Scotland) Act 1978 (i.e. All NHS Scotland Health Boards, Special Health Boards and the Authority of other NHS Organisation established pursuant to the NHS (Scotland) Act 1978), any integrated Joint Boards established pursuant to the new Public Bodies (Joint Working) Scotland Act 2014 (collectively hereafter referred to as 'Participating Authorities'). No Estimated Value has been attributed to each lot as the Estimated Value is unknown and dependant on Call Off Arrangements however, total value of Framework is not expected to exceed the overall Framework value detailed in II.1.7. Lot descriptions refer to the overall contract value.

Cranial Maxillo Facial (CMF)

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Nine (9) should include only those products relevant to CMF Procedures Lot Nine (9) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional Extension periods both consisting of 12 months can be utilised by the Authority.

Elbow, Wrist, Hand

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Ten (10) should include only those products relevant to Elbow, Wrist & Hand procedures. Lot Ten (10) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional Extension periods both consisting of 12 months can be utilised by the Authority.

Shoulder & Clavicle

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Eleven (11) should include only those products relevant to Shoulder & Clavicle procedures. Lot Eleven (11) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Tibia & Femur

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Twelve (12) should include only those products relevant to Tibia & Femur procedures. Lot Twelve (12) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional Extension periods both consisting of 12 months can be utilised by the Authority.

Pelvis & Hip

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Thirteen (13) should include only those products relevant to Pelvis & Hip procedures. Lot Thirteen (13) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Renewal: 2 optional Extension periods both consisting of 12 months can be utilised by the Authority.

Foot & Ankle

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Fourteen (14) should include only those products relevant to Foot & Ankle procedures. Lot Fourteen (14) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

External Fixations

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Fifteen (15) should include only those products relevant to External Fixation procedures. Lot Fifteen (15) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Universal Pins, Screws and Plates

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Sixteen (16) should include only those Pins, Screws, plates and consumable products which are of universal use in more than one of the previous Lots 9-15 procedures. Lot Sixteen (16) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Bone Graft & Biomaterial Products

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Seventeen (17) should include any bone graft &/or Biomaterial products which are of use in Trauma and/or Extremity procedures. Lot Seventeen (17) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Enhanced Service Lot (unscored)

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Twenty One(21) Enhanced Services. (Unscored Lot). Bidders are requested to submit details of any Enhanced Service they offer. Key deliverables will be decided on a case by case basis but may include, but not be limited to, such evidenced criteria as: - Reduced Waiting Times - Streamlined Patient Pathway - Reduced Hospital Bed Days - Reduced Readmission Rate - Lower Costs - Enhanced Data Quality & Reporting - Enhanced Inventory Management - Navigation Innovations Bidders should submit details of any service offered, including unique selling points, for consideration, in 5,000 words or less. Responses should include relevant case studies, successes and details of how purchase of these services, in addition to commitment volumes on Lots 1-19 inclusive, will positively impact prices for Health boards. PLEASE NOTE: This is an UNSCORED Lot. Boards will use the information provided here by all awarded suppliers to assess their local clinical requirements. In order to be awarded to this Lot, bidders are required to be awarded to a minimum of one of the Scored Lots on this tender i.e. Lots 1-17. Lot Twenty One(21) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Bidders are requested to submit details of any items they offer, which are suitable for use in Trauma & Extremity acute procedures but, by their description, cannot be submitted in any of the lots 1-18. Key deliverables will be decided on a case by case basis. PLEASE NOTE: This is an Unscored Lot. Boards will use the information provided here by all awarded suppliers to assess their local clinical requirements. This Lot is intended to reduce the need for mini competitions. In order to be awarded to this Lot, bidders are required to be awarded to a minimum of one of the Scored Lots on this tender i.e. Lots 1-17 In order to qualify for inclusion in this lot, products shall not have been included in any other lot i.e. Lots 1-18. Lot Nineteen (19) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Bidders are requested to submit details of any 3D Printed and/or custom items they offer, which are suitable for use in Trauma & Extremity acute procedures. Key deliverables will be decided on a case by case basis. PLEASE NOTE: This is an Unscored Lot. Boards will use the information provided here by all awarded suppliers to assess their local clinical requirements. In order to be awarded to this Lot, bidders are required to be awarded to a minimum of one of the Scored Lots on this tender i.e. Lots 1-17 Lot Eighteen (18) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Dynamic Hip Screw - Ceiling Price applies

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Two(2) should include only those products relevant to a Dynamic Hip Screw Procedure i.e. a DHS Plate, and appropriate screw(s), guide wire(s) and drill(s) to complete the procedure, the combined value of which should not exceed 220 GBP. Lot Two (2) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Ankle Tubular Plate - Ceiling Price applies

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Three(3) should include only those products relevant to an Ankle Tubular Plate Procedure i.e a 1/3 tubular plate and appropriate screw(s), guide wire(s) and drill(s) to complete the procedure, the combined value of which should not exceed 110 GBP Lot Three (3) has been awarded as an unranked Multi Supplier Framework to a maximum of thirty (30) suppliers.

Distal Radius Volar Plate - Ceiling Price applies

We require Orthopaedic Implants for use in Trauma & Extremity surgical procedures. These will be used in an acute setting across NHSS by suitably trained personnel. Lot Twenty (20) Collaboration Lot. (Unscored Lot). Bidders are requested to submit bids for combinations of Trauma & Extremity products, as previously tendered in Lots 1-19, detailing additional discounts in return for combined volume commitments from the Health Boards, or from a collaboration of Health Boards. Bidders are invited to put forward your suggestions for bandings and percentage discount from Non Commitment Contract Price. Bidders may submit any number of combinations up to 100% of all Trauma & Extremity Market Share for Scotland. (Current spend circa 11 GBP Mpa) PLEASE NOTE: This is an Unscored Lot. Boards will use the information provided here by all awarded suppliers to assess their local clinical requirements and decide who to commit to. This Lot is intended to reduce the need for mini competitions. In order to be awarded to this Lot, bidders are required to be awarded to a minimum of one of the Scored Lots on this tender i.e. Lots 1-17.
