North Ayrshire Council require an appropriately qualified contract administrator to monitor and supervise completion of external repair works at Lambie and O'Connor Court in Saltcoats.

Lot 1

An extensive programme of refurbishment works was undertaken by an external contractor between May 2012 and July 2013. These works involved the installation of an insulated render system, window replacement and re-roofing of both blocks. Since completion there have been issues with water penetration and excessive air infiltration around the windows. Various remedial works have been undertaken, however to date these have been largely ineffective and residents still have issues with drafts and water ingress at the windows. We want to ensure that these issues are resolved on completion of the external works, and therefore seek to appoint a specialist consultant to monitor and supervise these works. The successful contractor will be required to evidence a Professional Indemnity Policy with 5m GBP cover to provide an EWS1 certification for the 29 private householders confirming that the external wall insulation system is fully non-combustible and compliant with the guidance set out in January 2020 revision of the Ministry for Housing, Communities and Local Government. The consultant will be required to provide documentary evidence from their Professional Indemnity insurers outlining in concise terms that the consultant is insured to sign the terms of the EWS1 form on an individual basis made in favour of the 29 private householders with their tender submission. The EWS1 Certification must be signed as an "Option A Sub-Section A1" for mortgage lending purposes. The consultant should provide documentary evidence of similar schemes involving external wall insulation projects at both low and high level and clearly demonstrate a track record in external wall insulation projects. The consultant should provide projects outlining the products involved and their delivery role.
