Specialist Care and Support Services for Adults
Notice Description
A direct award for Specialist Care and Support Services for Adults to continue with existing service provision with present framework service providers for the three Lots within the original framework. This is due to the ongoing Covid 19 situation and the unavailability of key staff for both the Council and service providers who would otherwise be available to assist with the tendering process.

Specialist Providers - Lot 1 - Community Support and Care Services for Adults with Autism Spectrum Disorder requiring Specialist Autism Services
Focusing on prevention, early intervention and maintaining and promoting independence, enabling people to live independently in their own homes where they choose to do so, the council wish to continue to utilize the existing framework for services for Community Support and Care Services for Adults with Autism Spectrum Disorder requiring Specialist Autism Services for a further period of 6 months beyond the contract expiry date of 31 December 2020.. Whilst the estimated combined value of the contract for Lots 1, 2 & 3 is 27,405,000 GBP the estimated value of the 6 month extension for Lot 1 is 700,000 GBP

Whilst the estimated combined value of the contract for Lots 1, 2 & 3 is 27,405,000 GBP the estimated value of the 6 month extension for Lot 3 is 350,000 GBP
Procurement Information
The Council needs to respond immediately to the ongoing COVID-19 consequences with staff for example being diverted from their normal duties. The events that have led to the need for extreme urgency were unforeseeable and could not have been predicted by a reasonable diligent Authority. The present situation is not attributable to the contracting authority in any way and with council staff employed in other capacities it is not possible to comply with the usual timescales in the 2015 Regulations. There is also no known available framework whereby a call off contract under an existing commercial agreement such as a framework or dynamic purchasing system could be undertaken. The Council therefore perceive that the extreme urgency factors within Section 33 of the Public Contracts (Scotland) Regulations 2015 have been met and with a duty to ensure that there is service provision for vulnerable persons, it is proposed that a direct award is made for a period of six months as the full impact of COVID 19 is unknown in terms of both our own workforce and that of service providers. This will allow time for tendering activity to re-commence.
