                    "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The 2013 Electronic Monitoring contract was due to expire on 31st March 2020. A full open tender exercise has been carried out and the new contract was awarded to the incumbent supplier following competition. Different equipment is to be used to monitor offenders under the new contract which requires the contractor's staff to make visits to each monitored person to complete a swap out. The 2013 contract has been extended by six months to remove the immediate need for swap out and the need for 1000+ visits during the current Scottish lockdown as a result of the Covid-19 pandemic"
