Notice Description

The Data Lead for the Global Open Finance Centre of Excellence is an urgent service provision required by The University of Edinburgh (The University). Service Providers should be certain that they can meet the demanding time scales and criteria of this invitation to tender and the provision itself. Our scope to extend the time scales are limited and are driven by the urgency of the need and the terms of funding and expectations imposed on The University. This procurement will be conducted via the Public Contracts Scotland - Tender portal (PCS-T). We will apply a one stage Open procedure. Bidders must self-certify their adherence to the conditions of participation via the ESPD (Scotland) in PSC-T, and may be required to submit Means of Proof before contract award. Bidders must refer to the specific requirements listed in the Section III in this Contract Notice when completing the ESPD in PCS-T.

The Data Lead for the Global Open Finance Centre of Excellence is an urgent service provision required by The University of Edinburgh (The University). Service Providers should be certain that they can meet the demanding time scales and criteria of this invitation to tender and the provision itself. Our scope to extend the time scales are limited and are driven by the urgency of the need and the terms of funding and expectations imposed on The University. Service Providers must be fully aware and accept that funding for this service provision has not been fully confirmed at the time of publication of this ITT. Service Providers participate in this ITT at their own risk and cost. This service provision is planned to be delivered over 12 months, 29th June 2020 to 28th June 2021, Service Providers must ensure they have the resources to comply with this time critical need.. : Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Renewal: If there is a need to increase the WTE rate % and / or extend this contract, the extended provision may not be opened up to further competition and the extension shall be awarded to the original Service Provider in accordance with Regulations.
