Notice Description

NHS National Services Scotland (NSS) wishes to procure an externally hosted Environmental Management System Tool (EMS) for use by all NHSScotland Boards. The EMS will assist the NHSScotland Boards to demonstrate that they address and minimise environmental impacts and manage legal compliance. It will assist the Boards to monitor and continuously improve their environmental performance. The EMS tool is to be based broadly on the requirements of ISO 14001:2015 to facilitate certification to this standard should it be required by NHS Boards. The tool will be appropriate for the diverse nature of the NHSScotland estate, the large number of sites and broad range of activities/environmental aspects.

NHS National Services Scotland (NSS) wishes to procure an externally hosted Environmental Management System Tool (EMS) for use by all NHSScotland Boards. The EMS will assist the NHSScotland Boards to demonstrate that they address and minimise environmental impacts and manage legal compliance. It will assist the Boards to monitor and continuously improve their environmental performance. The EMS tool is to be based broadly on the requirements of ISO 14001:2015 to facilitate certification to this standard should it be required by NHS Boards. The tool will be appropriate for the diverse nature of the NHSScotland estate, the large number of sites and broad range of activities/environmental aspects. The System will be procured for a 5-year period, with the option for subsequent annual extensions (subject to satisfactory performance of the supplier and additional funding). The following objectives are expected to be achieved by this procurement: 1. To put in place a web-based platform which will be the main portal for NHS Boards to access the Environmental Management System (EMS) tool and related information. 2. To develop an EMS tool based broadly on the requirements of ISO 14001:2015. The system should incorporate a legal register and assist NHSScotland Boards in identifying and assessing their site aspects, production of aspects registers, objectives and targets, and action plans. 3. The EMS should have clearly defined outputs which NHS Boards can use locally or at a national level (e.g. aspects register, actions log, training register, communications plan, risks and opportunities, etc). 4. The EMS tool should be user friendly and suitable for use by staff who do not have previous experience of EMS and do not have in-depth knowledge related to environmental and sustainability themes.

Renewal: Annual extensions following initial contract period (subject to satisfactory performance of the supplier and additional funding)
