Notice Description

East Lothian Council, on behalf of East Lothian Health and Social Care Partnership (ELHSCP), intends to establish a framework of service providers to deliver Community Link Worker services to communities in East Lothian in the current context of social distancing and other restrictions arising from the COVID-19 pandemic. The Community Link Worker services will use a social prescribing approach to tackle health inequalities. The aim of the Community Link Worker services will be to work with individuals to promote health and well-being through increasing their knowledge and use of community resources, and developing community support to help them reach their identified goals. Community Link Worker services will provide targeted support to individuals (aged 18 and over) whose health and wellbeing is negatively impacted by a range of issues, including social isolation and socioeconomic circumstances. Providers will receive referrals from GP Practices and ELHSCP Primary Care sources. Providers must be able to propose methods of service provision that can be delivered remotely using technological solutions and in line with any current guidance on social distancing when face to face service delivery is possible.

Providers will be able to offer a Community Link Worker service in the Fa'side area of East Lothian. Providers must be able to demonstrate the ability to mobilise rapidly to meet the current need for this service, but also to be able to adapt to changing circumstances as the COVID-19 situation and national and local guidance continues to evolve. It is envisaged that initial call off contracts will be awarded for a 1 year duration with the option to extend for 1 further year.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Preston, Seton, Gosford area

Providers will be able to offer a Community Link Worker service in the Preston, Seton, Gosford area of East Lothian. Providers must be able to demonstrate the ability to mobilise rapidly to meet the current need for this service, but also to be able to adapt to changing circumstances as the COVID-19 situation and national and local guidance continues to evolve. It is envisaged that initial call off contracts will be awarded for a 1 year duration with the option to extend for 1 further year.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Haddington & Lammermuir area
